Cyber Intelligence Alliance (CIA) Joint Venture (JV) is seeking a Program Analyst (contingent upon award) to support federal client in providing expertise on Army National Guard Roles, Missions, Authorities, and Army strategic guidance and key planning efforts. The Program Analyst will support the Senior Analyst by acting as a bridge between the Planning and Programming phases in the Planning, Programming, Budget, and Execution (PPBE) process and ensures that analytic efforts support ARNG senior leader's guidance and priorities. Support Data Scientist in the design and development of analytic tools for resource management as well as assist in the development of tools and analytic capabilities across the ARNG Directorate. Tasks and activities include:
- Maintain content develop briefings and presentations, maintain organizational SharePoint, provide systems security and privacy compliance, create tutorials and training videos, user guides, and system documentation in accordance with Section 508 of the Rehabilitation Act (29 U.S.C. 794d). Also prepare regular reports on PPBC-G process activities, decisions, and due outs on a weekly basis.
- Verify website links and Microsoft (MS) Teams document repositories regularly and update all links and documents as appropriate. For MS Teams pages and web-based applications (including ARNG G8 sites) and systems with database back ends, the contractor shall work with operations support teams, the ARNG G6, and the Architecture and Data Science (ADS) Division to facilitate access and use of ARNG, Army, and OSD data systems.
- Prepare PowerPoint Briefings, Information Papers, Excel, or other application based analytic products, Tableau/Power BI based visualization tools, and meeting/trip reports on a weekly basis. Serve as the primary facilitator for preparation, execution, follow up, and tracking of tasks and due outs for all meetings associated with the new PPBC-G process which is the chartered process for enterprise level resourcing decisions within the ARNG. This includes the Resourcing Council of Colonels (RCoC) O-6/GS-15 forum, the General Officer level Resource Integration Steering Committee (RISC), and the culminating PPBC-G forum chaired by the Deputy Director of the Army National Guard (DDARNG).
- Manage the PPBC-G calendar and support Division Chief/Deputy Division Chief and GS-14 Management Analyst synchronization with other processes; particularly the Army Synchronization Meeting - Guard (ASM-G). Responsible for development, staffing, and repository of all meeting summaries and performs additional research and analytic efforts within the scope of the PWS.
- Bachelor's degree or higher in Business Administration or related field of study (Master's Degree preferred) or equivalent experience.
- Minimum of four years of experience, two within DoD, in directing, planning, and management of single or multiple programs including management of cost, schedule, deliverables, and performance measurements
- Secret Security Clearance Required
- Candidate should possess demonstrable knowledge of the Planning, Programming, and Budget Execution (PPBE) process for the Army.
- Candidate should possess demonstrable skill and expertise in the Microsoft Office suite of applications.
- Candidate should possess demonstrable collegiate level writing skills, experience in developing briefings and presentations.
- Candidate should possess demonstrable skills in creating tutorials and training videos, user guides, system documentation, and preparing regular reports.
- Candidate should possess demonstrated familiarity with the U.S. Army organization and regulations and strong organizational communication and interpersonal skills.
- Masters Degree in Business Administration or related field is preferred.
