Position: Management and Program Analyst

Job Description:
Manage business planning, continuous improvement issues, and/or program integration
Implement and maintain GFEBS modules including plant maintenance, spending chain, and cProjects
Implement and maintain IMCOM Army Maintenance Activity (ArMA)
Draft work instructions for GFEBS processes and transactions applicable to DPW processes
Develop processes to draft and manage execution of infrastructure annual work plans
Develop and maintain the infrastructure annual work plan considering PPI, PPLS, FIP, and other IMCOM programs
Develop processes and programs to manage engineering resources (e.g. manpower, equipment, funding)
Develop and manage a customer service program including receiving, evaluating, and managing work requests
Develop, implement, and manage a material procurement program. Analyze material needs and provide recommendations as to whether to implement a supply warehouse
Analyze PPLS against DPW provided services to determine performance gaps and recommendations for service delivery
Develop and implement a program to identify and invoice reimbursable customers, and draft and implement service support agreements for tenants
Develop and execute a program to evaluate business process performance under DOD, US Army, and IMCOM systems including Installation Status Report - Services and Mission Capacity (ISR-S and ISR-MC), Risk Management Internal Control program (RMIC), and Organizational Inspection Program (OIP). Review data submissions for accuracy and consistency; resolve data errors; perform trend analysis; prepare and submit reports; and make recommendations for program and process improvements
Develop and implement process improvement program including analyzing root cause, developing corrective actions, and implementing program changes
Develop standard operating procedures for all programs and processes implemented. Update SOPs annually, or as required, after evaluation and analysis of business performance
Prepare and/or deliver briefings to leadership at USAG Poland, IMCOM-E, and USAREUR-AF
REQUIREMENTS
Minimum Qualifications:
Master's degree in a related field and three (3) years of recent specialized experience; OR Bachelor's degree in a related field and six (6) years of recent specialized experience; OR ten (10) years of recent specialized experience
Minimum of three (3) years' experience with business process analysis and integration for USAG DPW resource management, infrastructure sustainment planning, municipal service delivery, material procurement, customer service programs, service evaluation and control, and implementing process improvements for problem areas within an organization
Ideally at least three (3) years' experience working for USAG DPW, IMCOM Directorate G4, or IMCOM HQ G4 implementing/working under AR 420-1, IMCOM Narrative Funding Guidance, and IMCOM GFEBS Technical Cost Handbook (experience can be as a civilian, service member, Local National, or contractor): implementing and maintaining DPW business process, programs, and services
May be required to work overtime in order to meet the objectives and must be able to travel anywhere in Poland with 24 hours' notice, anywhere in Europe with 72 hours' notice, and anywhere worldwide with two weeks' notice
Required to obtain and maintain all necessary background checks required for access to US and Polish military bases. Failure to obtain or maintain the required security clearance and/or base access authorization is immediate grounds for termination.
