Location: Remote, United States

As a Business Development/Capture Manager IV, you will play a critical role in driving business expansion within the government marketplace. You will apply extensive technical expertise to develop and implement strategies for customer engagement, market penetration, and opportunity qualification. Acting as a liaison with government agencies and industry partners, you will foster key relationships to shape and secure new business. You will lead the development and execution of account plans, capture strategies, and technology development initiatives to align with company objectives. Your ability to analyze market trends and recommend strategic modifications will be instrumental in positioning the company for success. Working with considerable latitude, you will influence decision-making, guide cross-functional teams, and drive the delivery of competitive, customer-focused proposals.
Responsibilities Include:
• Lead and participate in the identification, qualification, and capture of strategic business opportunities within the government marketplaces
• Ensure Growth processes and procedures are adhered to, guiding opportunities through each phase of the lifecycle
• Develop and execute customer engagement strategies, call plans, win strategies, and partnering approaches
• Establish and maintain relationships with government agencies, industry partners, and stakeholders
• Develop and manage opportunity pipeline for current and new business, ensuring accuracy of the data for all opportunities with CRM
• Conduct market research and competitive analysis to assess and refine business positioning
• Review internal and external leads, perform initial assessment of RFI or Draft RFP to determine alignment with EXPANSIA’s service catalog. Assist in developing MRAS and RFI responses as required.
• Provide expert recommendations on modifications to business development strategies
• Ensure the effective implementation of business growth initiatives in alignment with company goals
• Collaborate with cross-functional teams to execute capture plans and proposal efforts
• Provide technical support to operational strategies aligned within your program and initiatives that optimize processes, enhance productivity, and ensure quality across all program functions

• Attend conferences, industry forums and customer events as required
• Complete personal PDP and attend Staff Meeting and Storytime (with camera on)
• Perform other related duties as assigned
• Travel minimum 35% as required
The proposed salary range for this position is $113,000-$170,000. There are a host of factors that can influence final salary including, but not limited to, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications. KEY QUALIFICATIONS
Clearance: Ability to Obtain Secret Clearance
Education and Years of Experience: Bachelor's (or equivalent) with 8 - 10 years of relevant experience or a Master's with 6 - 8 years of relevant experience. Experience in DoD markets required.
• Strong knowledge of federal acquisition and procurement processes
• Experience leading capture teams and developing winning proposal strategies in DoD markets
• Ability to analyze market trends, conduct competitive analysis, and implement strategic adjustments
• Exceptional communication and relationship-building skills with government and industry stakeholders
• Demonstrated ability to independently develop innovative solutions for complex challenges
PREFERRED ADDITIONAL QUALIFICATIONS
• Experience in capture management with a focus on securing large government contracts
• Familiarity with Federal Acquisition Regulations (FAR) and procurement best practices
• Proven success in leading cross-functional teams through the capture lifecycle
• Strong writing and presentation skills for developing whitepapers, proposals, and business cases
• Proficiency in business intelligence tools, CRM systems, and Microsoft Office Suite
