Job Description
The Capture Manager leads end-to-end capture execution for priority DoW pursuits across the Army, Navy, Marine Corps, Air Force, Space Force, combatant commands, and defense agencies, with a focus on warfighter training, command and control (C2), and mission readiness programs, from early opportunity identification and qualification through proposal submission and award.
This role is remote.
The annual salary range for this position is $175,000 - $220,000. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to the skill sets, experience and training, security clearance, licensure and certification, and other business and organizational needs.
This high-impact strategic role builds, sustains, and converts a robust DoW pipeline into multi-million dollar contract wins, and serves as the architect of each pursuit. Well ahead of solicitation, the Capture Manager identifies opportunities across the military services, combatant commands, and defense agencies by tracking recompetes, new starts, budget priorities, and emerging mission needs, then qualifies and prioritizes them against Jefferson's capabilities, past performance, and contract vehicles to maintain a balanced, high-probability portfolio.
The Capture Manager leads cross-functional teams to develop winning strategies and solutions that address client needs, shape acquisition requirements, and build high-level relationships with DoW stakeholders well before an RFP is released. As a key growth driver for Jefferson, the position has direct visibility with executive leadership and the autonomy to build strategic teaming partnerships that give Jefferson a competitive edge.
Key Responsibilities:
• Lead end-to-end capture management for targeted DoW opportunities, from early identification through contract award.
• Build, sustain, and grow a robust, qualified DoW pipeline across the military services, combatant commands, and defense agencies, and convert it into multi-million dollar contract wins.
• Identify opportunities well ahead of solicitation by tracking recompetes, new starts, budget priorities, and emerging mission needs.
• Qualify and prioritize opportunities against Jefferson's capabilities, past performance, and contract vehicles, using structured bid/no-bid decisions to maintain a balanced, high-probability portfolio.
• Lead capture for new and follow-on opportunities across the DoW warfighter training, C2, and mission readiness portfolio, including Army, Navy, Marine Corps, Air Force, Space Force, and joint programs.
• Pursue growth opportunities across the military services, combatant commands, defense agencies, and multi-service and coalition training customers.
• Build and sustain high-level relationships with key stakeholders across the military services, combatant commands, defense agencies, and joint training organizations to understand mission needs and shape acquisition requirements well before an RFP is released.
• Partner with program leadership to translate past performance into compelling win themes and discriminators.
• Identify and shape opportunities in emerging training areas, including Live-Virtual-Constructive (LVC) environments, AI-enabled courseware, Mobile Training Teams, and exercise support.
• Identify and structure teaming agreements, integrating partner capabilities to address customer needs and fill identified technical or operational gaps.
• Conduct competitive analysis to strengthen Jefferson's positioning and develop ghosting strategies that differentiate from competitors.
• Develop and execute capture strategies to maximize win probability.
• Collaborate with stakeholders and teaming partners to develop technology enabled solutions that target client requirements.
• Coordinate internal teams: proposal, technical, pricing, legal to ensure alignment and timely submissions.
• Maintain accurate pipeline data, track opportunities, update capture plans, report pipeline health and progress to executive leadership, and recommend strategic pursuits.
• Monitor legislative, regulatory, and policy changes impacting DoW procurements.
• Conduct market research and risk assessments.
Required Skills
Required Qualifications:
• A minimum of 10 years of experience in capture management, business development, or program support within DoW contracting, particularly in warfighter training, education, exercise, or C2 mission support services for one or more military services, combatant commands, or the joint force.
• Bachelor's degree in business, Engineering, Computer Science, or related field required.
• Ability to travel to client sites, including military installations and DoW facilities, as well as the DC office, as needed.
• Demonstrated experience building and managing a robust DoW pipeline and converting it into large contract wins across multiple military services, combatant commands, or defense agencies.
• Existing network across the military services, combatant commands, and defense agencies, with direct experience engaging Program Management Offices (PMOs), Program Executive Offices (PEOs), and requirements owners.
• Working knowledge of DoW service and joint training enterprises, including instructional systems design (ISD/ADDIE), exercise support, and operational-level C2.
• Understanding of DoW budget and acquisition processes, including PPBE, budget justification documents, and procurement forecasts, to identify and shape opportunities well ahead of solicitation.
• Strong capability in pipeline development, opportunity qualification and prioritization, bid/no-bid decision-making, capture strategy, relationship building (including competitors), and team leadership.
• Proven experience in negotiating teaming agreements.
• Experience creating competitive pricing strategies and preparing cost proposal materials, including for fixed price or completion-type contracts.
• Familiarity with DoW, service-specific, and GSA contract vehicles, such as OASIS+, and the ability to align opportunities to the most advantageous vehicle.
• Highly organized, proactive, and knowledgeable in government contracting.
• Superior leadership and collaboration skills.
• Excellent interpersonal and negotiation skills
Clearance and Eligibility: U.S. citizenship is required due to federal contract requirements. An active Secret clearance is preferred, with the ability to obtain TS/SCI. The incumbent must reside in the United States, have legal authorization to work in the U.S., and maintain U.S. residency for the duration of employment.
