Job Description
Job Duties
The job splits into five areas; the first two take most of the week.
Employee reach-back (about 35 percent). Owns the corporate email box and phone line every employee can use. Logs each concern in the reach-back case log, assigns an owner and date, and closes it within the service standards (acknowledge in 1 business day, owner in 2, weekly updates, escalate to the CEO at 10 days).
Retention (about 25 percent). Meets with the Executive Officer and Program Managers monthly to review turnover risk. Runs stay conversations for critical roles. Connects employees to recognition, incentive, training, tuition, and career-path programs. Tracks the 98 percent retention rate and its causes.
Corporate function coordination (about 15 percent). Routes and follows through on HR, benefits, leave, accommodation, payroll corrections, recruiting backfills, security actions, and invoicing issues. Mobilizes recruiting when a BPA Call exceeds the staffing forecast.
Subcontractor Teaming Network (about 15 percent). With the Corporate Contracts Manager, manages Lawelawe and Civility: monthly reviews of staffing, performance, and compliance with each liaison; nomination windows; flowdown compliance; one standard for every candidate.
Reporting and transition (about 10 percent). Supplies corporate inputs to the Monthly Progress Report (retention, reach-back trends, corrective actions, all in aggregate). Supervises David Mills as Deputy after transition and backs him during it.
What this role does not do: take technical direction from the Government, supervise day-to-day CA/PPT work, or replace the Executive Officer as the Government’s point of contact.
Qualifications
Required
Bachelor’s degree, or 4 additional years of relevant experience in its place
7+ years managing Federal professional-services or staffing contracts, including at least one program of 100+ employees
Working knowledge of HR, payroll, benefits, and employee-relations processes for a cleared Federal workforce
Experience managing subcontractors and flowdowns
Eligible for a SECRET clearance
Preferred
PMP, SHRM-CP or PHR
Department of State or Consular Affairs experience
Familiarity with DISS and Department building-access processes
Experience reporting retention and workforce metrics to a COR
