Job Description:
The Software Developer supports the Defense Logistics Agency (DLA) J6 Logistics Web Solution (LWS), a suite of seven web-based tools used to access military specifications, standards, drawings, and related technical documents. This hands-on position sustains and secures existing applications, resolves production issues, and implements controlled software changes as underlying platforms are modernized. Work is performed remotely in coordination with the Task Order Project Manager (TOPM), DLA stakeholders, hosting teams, and other Government contractors.
• Sustain and troubleshoot LWS applications, diagnose defects and incidents, implement approved code/configuration fixes, and verify production functionality and user-critical workflows.
• Support the ongoing application upgrade from .NET Framework 4.6.2 to 4.8; identify deprecated APIs, library dependencies, runtime issues, and code changes needed for compatibility.
• Assess and remediate application dependencies during migrations of Windows Server 2019/2022 web/application servers to Windows Server 2025 and Oracle database hosts from Red Hat Enterprise Linux (RHEL) 8 to RHEL 9.
• Maintain and troubleshoot Oracle application connectivity, including drivers, connection strings, authentication integration, interfaces, queries, and application/data-layer dependencies; coordinate database administration changes with the TOPM and hosting personnel.
• Develop and execute functional, integration, and regression tests covering search, document retrieval, display, downloads, scheduled processes, shared components, and interfacing systems; document results and rollback provisions.
• Remediate application cybersecurity findings through secure coding, configuration hardening, patching third-party components, and testing; provide evidence supporting DoD/DLA cybersecurity reviews and certification activities.
• Follow DLA and DoD procedures for source control, configuration and release management, incident reporting, change approval, testing, and production deployment; maintain accurate release and operational records.
• Create and update technical documentation, application baselines, deployment instructions, troubleshooting runbooks, interface/data-flow descriptions, and other artifacts needed for support, migration, or approved decommissioning.
• Collaborate with the TOPM, DLA J6, enterprise hosting providers, and other contractors on priorities, dependencies, technical handoffs, and orderly knowledge transfer while preserving operational continuity.

Preferred experience:
• Hands-on C# and ASP.NET/.NET Framework development and maintenance, especially legacy .NET Framework 4.x applications and upgrades from 4.6.2 to 4.8.
• Oracle-backed applications, SQL and database connectivity; Windows Server 2019/2022/2025; RHEL 8/9 or similar Linux/Unix environments; IIS/web application hosting.
• Legacy Microsoft Access, Classic ASP, JavaScript, HTML, Java, and shared web/application components; automated or documented regression testing and release troubleshooting.
• Experience with Federal/DoD application sustainment, vulnerability remediation, STIG-aligned configuration, DISA/enterprise hosting migrations, and Government change-control processes.

Qualifications (Must Haves):
• At least five (5) years of relevant software development, application maintenance, or closely related technical experience.
• A nationally recognized technical certification relevant to the computing environment or software development work.
• Required DoD 8570/8140 baseline Information Assurance Technical (IAT) certification at Level I.
• Active Secret Clearance.
• Ability to perform the position remotely and coordinate effectively with Government and contractor technical teams.
