Immediate need - sold and funded position with 150k compensation
Rover 1 Consulting is seeking a Mission Finance and Budget Analyst to lead financial planning, budget execution, and resource management for a mission critical Covert Action Program.
This is a hands-on leadership role. You will own the day-to-day analysis that keeps mission funding on track while serving as the Intelligence Community’s trusted advisor on budget strategy, PPBE cycles, and financial reporting to senior leadership.
Key responsibilities:
Budget formulation and execution
• Develop, justify, and defend budget submissions across all phases of the PPBE cycle, including POM, budget estimate submissions, and congressional justification materials.
• Track obligations, expenditures, and commitments against spend plans; identify variances early and recommend corrective actions.
• Prepare and process funding documents, reprogramming actions, and unfunded requirements packages.
Financial analysis and reporting
• Build and maintain spend plans, burn-rate analyses, and cost projections for service and material contracts.
• Produce clear, decision-ready briefings and reports for senior leadership.
• Respond to budget data calls, taskers, and audit-readiness requests on tight timelines.
• Support cost estimates and business case analyses for new or changing mission requirements.
Required qualifications
• Active TS/SCI clearance with Full Scope Polygraph.
• Bachelor's degree in Finance, Accounting, Business, Economics, or a related field.
• 3+ years of federal financial management or budget experience
• Advanced Excel skills, including building spend plans, pivot tables, and financial models.
