Position Overview
Breakthrough Technologies for Mission Success (BTMS) is seeking an experienced Project Manager
to support a mission-critical federal customer responsible for continuity, mission assurance, and
organizational preparedness. The successful candidate will serve as the primary interface between
government stakeholders and corporate leadership while overseeing the execution of continuity and
mission assurance activities across a large, complex organization.
This role requires a proven leader with expertise in federal continuity programs, business resilience,
exercise planning, risk assessment, and continuity of operations planning.
Key Responsibilities
• Serve as the Program/Project Manager responsible for daily oversight of multiple full-time
personnel supporting continuity and mission assurance initiatives.
• Act as the primary liaison between government leadership, client stakeholders, and corporate
management.
• Develop and maintain multi-year Integrated Preparedness Plans (IPPs) to coordinate
continuity and mission assurance activities across the organization.
• Author and maintain Continuity of Operations (COOP) implementation plans designed to
sustain essential functions and support full operational recovery.
• Conduct business process analyses, business impact analyses (BIA), and risk assessments in
accordance with Federal continuity directives and best practices.
• Develop and deliver training briefings, workshops, and awareness sessions to educate
personnel on continuity concepts, requirements, and procedures.
• Review, edit, and enhance After-Action Reports (AARs) to improve clarity, effectiveness, and
actionable outcomes.
• Create, maintain, and manage a library of Training, Testing, and Exercise (TT&E) templates to
support continuity program execution across affiliated organizations.
• Support the implementation and integration of Commercial Off-The-Shelf (COTS) continuity
management solutions.

• Plan, organize, and facilitate Homeland Security Exercise and Evaluation Program (HSEEP)-
based training and exercise activities for government personnel and key stakeholders.
• Provide strategic recommendations to strengthen organizational resilience, mission
assurance, and continuity readiness.
Required Qualifications
• Active TS/SCI clearance with Full Scope Polygraph (FSP).
• Bachelor's degree and/or equivalent relevant experience.
• 7-10 years of experience supporting Federal Government continuity, continuity of operations,
mission assurance, emergency preparedness, resilience, or related programs.
• Demonstrated knowledge of Federal continuity policies and directives, including Federal
Continuity Directives (FCDs) and associated guidance.
• Experience developing Continuity of Operations Plans (COOP), business impact analyses, risk
assessments, and preparedness plans.
• Experience managing personnel, client relationships, schedules, deliverables, and program
execution.
• Strong written and verbal communication skills with demonstrated experience briefing senior
government leadership.
• Experience leading or supporting continuity exercises, workshops, training events, and after-
action activities.
Preferred Qualifications
The following certifications are highly desired but not required:
• Project Management Professional (PMP)
• Certified Business Continuity Professional (CBCP)
• FEMA Professional Continuity Practitioner Level I
• Completion of Homeland Security Exercise and Evaluation Program (HSEEP) Training
