Job Description

The Test Engineering Lead is responsible for coordinating and overseeing the development, execution, and delivery of Factory Acceptance Testing (FAT) and Factory Production Testing (FPT) activities supporting the IWS-X Infrastructure as a Service (IaaS) program.

This position provides day-to-day project coordination and technical oversight of the FAT/FPT development and testing team, ensuring test procedures, automation scripts, schedules, execution activities, and supporting documentation are developed and completed in accordance with program requirements, contractual obligations, and established quality standards.

The Test Engineering Lead works closely with Systems Engineering, Software Development, Hardware Engineering, Production, Quality Assurance, and Program Management to coordinate testing activities, resolve execution challenges, track progress, and support the successful acceptance and delivery of IaaS systems.

Key Responsibilities
  • Coordinate daily activities of the FAT/FPT development and testing team, including task assignments, priorities, schedules, and deliverables.
  • Provide direct guidance to subcontractors supporting FAT/FPT, working with program leadership for subcontractor management.
  • Manage the development, maintenance, and execution of FAT and FPT test procedures, test plans, and automated testing scripts.
  • Track testing progress against established program milestones, production schedules, and contractual delivery requirements.
  • Coordinate test readiness activities, including verification of test environments, hardware configurations, software baselines, and required documentation.
  • Ensure test procedures adequately address system requirements, functionality, integration, and production acceptance criteria.
  • Coordinate manual and automated testing efforts to improve test efficiency, repeatability, and consistency.
  • Monitor test execution results, identify discrepancies, and coordinate corrective actions and retesting.
  • Support test events, readiness reviews, and Government or customer acceptance activities.

Technical Team Coordination
  • Provide daily direction and coordination to assigned FAT/FPT developers, test engineers, and supporting technical personnel.
  • Establish priorities and distribute assignments based on program milestones and testing requirements.
  • Facilitate communication between testing personnel, engineering teams, production personnel, and program leadership.
  • Identify resource constraints, technical dependencies, and scheduling conflicts that could affect testing milestones.
  • Track assigned work through established project management and Agile tools.
  • Support technical troubleshooting and coordinate resolution of testing issues with the appropriate engineering teams.
  • Ensure team members understand testing objectives, completion criteria, and delivery expectations.

Project Planning and Execution
  • Develop and maintain FAT/FPT schedules, task trackers, and milestone status reports.
  • Monitor testing activities against program Integrated Master Schedule (IMS) requirements and production delivery timelines.
  • Identify risks to testing readiness, execution, and acceptance; communicate impacts and recommend mitigation actions.
  • Coordinate testing dependencies across hardware, software, cybersecurity, systems engineering, and production workstreams.
  • Support Agile planning activities, sprint execution, and Program Increment (PI) commitments associated with test development.
  • Monitor completion of assigned activities and escalate schedule or technical concerns to program leadership.
  • Coordinate testing activities across multiple shipsets, system configurations, and production environments.

Documentation, Quality, and Contract Compliance
  • Coordinate preparation and delivery of required FAT/FPT documentation, including test procedures, automation scripts, execution results, discrepancy reports, and supporting objective quality evidence (OQE).
  • Support the development and review of Contract Data Requirements List (CDRL) submissions associated with FAT/FPT activities.
  • Ensure test records and results are complete, accurate, traceable, and maintained in accordance with program configuration management requirements.
  • Coordinate with Quality Assurance and Configuration Management to verify approved configurations and test documentation.
  • Track test discrepancies, corrective actions, and closure evidence through completion.
  • Support Government reviews, audits, technical interchange meetings, and acceptance events.
  • Assist in maintaining consistency and standardization of FAT/FPT processes across production and testing environments.

Reporting and Stakeholder Communication
  • Provide routine status updates on test development, execution progress, risks, and upcoming milestones.
  • Maintain visibility into test completion percentages, outstanding discrepancies, and readiness for scheduled test events.
  • Prepare briefing materials and supporting metrics for program leadership and Government stakeholders.
  • Coordinate with subcontractors and production facilities to ensure alignment of testing schedules and deliverables.
  • Escalate issues requiring management decisions while recommending practical solutions.

Required Qualifications
  • Must possess and maintain an Active DoD Secret security clearance.
  • Bachelor's degree in Engineering, Computer Science, Information Technology, Program Management, or a related technical discipline.
  • Minimum of 2-4 years of experience supporting technical projects, systems integration, software testing, hardware testing, or engineering operations.
  • Experience coordinating technical teams, managing schedules, and tracking project deliverables.
  • Understanding software and hardware testing processes, test procedures, defect tracking, and verification activities.
  • Familiarity with Agile methodologies and project management tools.
  • Strong organizational, analytical, problem-solving, and communication skills.
  • Ability to manage competing priorities and coordinate work across multiple technical disciplines.
  • Proficiency with Microsoft Office applications, including Excel, PowerPoint, and Project or equivalent scheduling tools.

Preferred Qualifications
  • Experience supporting Department of Defense or U.S. Navy programs.
  • Familiarity with Factory Acceptance Testing (FAT), Factory Production Testing (FPT), system integration testing, or production verification.
  • Experience with Infrastructure as a Service (IaaS), server infrastructure, networking, virtualization, or integrated hardware/software systems.
  • Experience with automated testing frameworks and test management tools.
  • Familiarity with SAFe Agile practices, Program Increment planning, and technical backlog management.
  • Experience with ServiceNow, Jira, Azure DevOps, or similar work management platforms.
  • Knowledge of configuration management, quality assurance, and Government acceptance processes.
  • Familiarity with CDRLs, technical documentation, and contractual milestone requirements.

The Test Engineering Lead provides day-to-day coordination and task-level leadership for FAT/FPT development and testing activities. The position is responsible for monitoring execution, communicating priorities, and ensuring assigned work progresses toward established milestones.

Technical design authority, formal personnel management, contractual commitments, and final acceptance decisions remain with designated engineering, program, quality, and Government authorities.
