Overview:


Semper Valens Solutions is seeking a skilled and experienced Budget and Financial, Lead to provide subject matter proficiency for work described in the task.


Key Responsibilities

• Provides PPBE support to PM Cyber Warfare BMD


• Prepares annual SPAR and POM submissions


• Participates in JCIDS IT Box working groups


• Prepares Army Program Budget Brief submissions


• Updates APR and QPR financials


• Prepares bi-annual P-Form and R-Form submissions


• Manages GFEBS and SOMARDS financial databases


• Prepares weekly execution plans and spend plans


• Processes funding documents for BMD certification


• Monitors commitments, obligations, expenditures, disbursements


• Performs ULO and JRP reviews


• Manages CMDB and audits


• Knowledge of DoD PPBE process


• Experience with GFEBS and financial management systems


• Understanding of Army budget formulation/execution


• Experience with POM and FYDP development


• Knowledge of appropriations and fiscal law


• Proficiency in financial analysis and reporting

Requirements:

• Applies expert subject matter knowledge to high-level analysis


• Collection, assessment, design, development, modeling, simulation, integration, installation, documentation, implementation


• Resolves problems requiring expert intimate knowledge of technical subject matter


• Applies principles and methods of subject matter to specialized solutionsOperations Research Analyst (#22):


• Plans, organizes, conducts research in variety of areas


• Uses rigorous scientific inquiry applicable to complex problems


• Systematic examination and development of alternatives


• Provides decision makers with sound, scientific, quantitative information


• Works across disciplinary boundaries


• Develops multidisciplinary solutions to complex problems


• Comprehensive knowledge across key tasks


• Functions as technical expert


• Must posses an active Top Secret Clearance
