Job Description

Overview
A premier, high-growth Federal Government systems and technical solutions provider is seeking a growth-oriented business development leader. The organization specializes in delivering secure software development, advanced mission systems, data analytics, and operational business platforms supporting critical national security objectives. Built on a culture of mission excellence and people-first values, the firm provides high-impact innovations directly to defense and federal agencies.
Position Summary
Operating as a critical driver of company expansion, the Lead will focus on generating measurable revenue through three major paths: accelerating small business innovation transitions, strategic early-stage capture management, and expanding existing contract footprints. Reporting directly to the Chief Operating Officer, this executive-level hunter will spearhead the lifecycle from initial opportunity identification and pipeline qualification through technical capture, proposal, and contract award. This role requires an individual who excels at cultivating high-level defense relationships, translating user gaps into funded programs, and collaborating seamlessly with internal engineering and operations divisions.
Core Responsibilities
1. Accelerate Specialized Innovation & Program Sales
• Create and execute targeted agency outreach strategies to interface with relevant program offices, resource sponsors, and federal funding authorities.
• Orchestrate tailored capabilities briefings and product demonstrations that align technical solutions with active mission requirements.
• Identify novel user groups and educate stakeholders on specialized sole-source transition pathways and rapid acquisition mechanisms.
• Drive incremental ceiling and funding onto existing specialized vehicles via military interdepartmental purchase requests (MIPRs), contract modifications, and adjacent funding vehicles.
• Track analytics surrounding client engagements, technical demonstrations, new pipeline creation, and total contract expansion.
2. Lead Strategic Early-Stage Capture & Stakeholder Engagement
• Establish and manage account plans for high-priority contract pursuits, defining clear communication objectives and mapping key customer contacts.
• Formulate robust networks with technical sponsors, federal program managers, and executive-level decision-makers.
• Qualify and shape upcoming requirements by actively participating in pre-solicitation activities, including RFIs, white papers, sources-sought responses, industry days, and feedback on draft RFPs.
• Position the firm for must-win programs through sustained proactive engagement, initiating shaping activities at least 12 months ahead of formal solicitation releases.
• Lead executive gate reviews and capture strategy sessions with competitive intelligence, win themes, strategic teaming structures, and probability-of-win improvements.
3. Drive Organic Expansion and Portfolio Growth
• Collaborate alongside program managers and operational leads to uncover emerging, un-funded, or complementary customer needs within active programs.
• Conduct routine account portfolio reviews and draft unsolicited white papers, capabilities pitches, and technical briefings to unlock new organic work.
• Pursue strategic in-scope modifications, technical surges, option expansions, and new task order awards.
• Oversee portfolio health, vehicle utilization, and contract ceilings across IDIQ, MATOC, and other major multi-award mechanisms.
Additional Operational Commitments
• Maintain rigorous data hygiene over the qualified business pipeline, capturing tracking metrics on competitive landscapes, strategic investments, and teaming approaches.
• Conduct macro market analysis regarding defense budgets, agency purchasing behaviors, competitor positioning, and emerging industry partners.
• Act as a senior advisor to the COO on corporate growth models, supporting long-range strategic planning, major proposal efforts, and M&A due diligence activities.
Candidate Performance Expectations
• Successful conversion of high-value federal opportunities into total contract value and funded operational revenue.
• Continuous generation and progression of well-qualified pipeline leads.
• Successful transformation of early client demonstrations into definitive, funded requirements.
• Effective long-term positioning on priority multi-year pursuits.
Required Qualifications
• Bachelor's degree in a business, finance, engineering, or related discipline (or equivalent practical corporate success).
• 10 to 15 years of dedicated federal government contracting and business development experience, showcasing a verifiable history of driving expansion in the defense and national security sectors.
• Documented success in identifying, shaping, capturing, and securing competitive federal defense awards.
• Existing networks within defense organizations, with the capacity to confidently brief senior military and civil service stakeholders.
• Mastery of the federal procurement lifecycle, budgetary processes, acquisition trends, and pre-solicitation management.
• High business acumen, outstanding presentation skills, and the ability to operate comfortably against objective revenue metrics.
• Active Secret security clearance.
Preferred Attributes
• Active Top Secret security clearance.
• Existing client relationships that complement federal software, data analytics, cybersecurity, DevSecOps, and mission support environments.
• Practical experience moving early-stage defense research and development technologies into scaled operational contracts.
• Familiarity with government funding paths, cross-agency transfers, and maximizing multi-award contract vehicles.
Schedule & Travel Requirements
• This position utilizes a hybrid schedule, requiring approximately 1–2 days per week at the corporate offices in the Arlington/Northern Virginia area.
• Routine regional travel for customer site visits, teammate coordination, and industry events is expected.
• On-site presence will expand during high-intensity proposal or strategic planning phases.
