This position is in support of the US Air Force Education and Training Center.

Responsibilities

The Mission Critical Telecommunications Engineer 3 supports Department of the Air Force (DAF) inside plant (ISP) and outside plant (OSP) telecommunications infrastructure engineering, including the design, coordination, and implementation of structured cabling.

The engineer researches, develops, and coordinates the engineering solution for telecommunications cabling, equipment, pathways, spaces, and grounding and bonding across inside plant (ISP) and outside plant (OSP) infrastructure. The engineer interfaces with the Government program office, base communications squadrons, base civil engineering, project and field leadership, other trades, manufacturers, and other telecommunications engineers.

The engineer produces constructible deliverables: device locations on floor plans, telecommunications space layouts on enlarged plans and elevations, rack elevations and detail drawings, riser and point-to-point connection diagrams, administration plans, acceptance test plans and reports, quality control plans, studies and calculations, materials lists, cabling schedules, operations manuals, and warranties. These support survey, design, installation, cutover, and closeout, including site survey reports, site installation plans, equipment lists, bills of materials, and as-built documentation.

The engineer oversees the technical requirements of assigned projects through the full lifecycle, assisting with solution development, resolving construction discrepancies, and contributing to schedule and budget planning.
  • Develop, identify, coordinate, and track project requirements.
  • Coordinate connectivity requirements, including backbone and inter-rack cabling, work area outlet types, cabling media and connector types, system topology, and device locations, with network engineering, wireless, mechanical, electrical, cybersecurity, and other stakeholders.
  • Coordinate detailed telecommunications space plans with architecture, MEP, and electronic systems, including power, UPS, and grounding for communication equipment locations.
  • Coordinate detailed pathway designs for ISP and OSP cabling, including fill calculations, manhole, handhole, and duct survey data, and new conduit or fiber where existing pathways cannot support the design.
  • Identify, write, and respond to Requests for Information (RFIs).
  • Produce coordinated design and construction drawings in AutoCAD or Revit, including rack elevations and weekly red-line updates, and incorporate red-lines into clean as-builts.
  • Produce detailed telecommunications construction specifications from project criteria.
  • Create and manage cable run lists and system labeling.
  • Create and manage cable acceptance test plans, and support qualification testing and system acceptance testing.
  • Identify products, create bills of materials and equipment lists, and develop product data deliverables that meet project and system requirements.
  • Apply the M.C. Dean Quality Control process so that all engineering deliverables meet project requirements, are clear and constructible, and meet M.C. Dean engineering standards.
  • Perform site surveys of communication equipment locations and ISP/OSP pathways, including spare fiber testing, rack and grounding documentation, and TEMPEST data collection. Produce survey reports and propose solutions based on findings.
  • Prepare base work request and environmental review packages with supporting documentation.
  • Maintain ISP/OSP cable records and diagrams in the base's cable management system, following Air Force documentation requirements.
  • Coordinate ISP/OSP pathway and power requirements for communication equipment locations, including flightline areas.
  • Develop working knowledge of and apply TIA standards, BICSI publications, NEC, NESC, NFPA codes, and TEMPEST requirements.
