About SHR Consulting Group
SHR Consulting Group, LLC is a small business delivering enterprise IT, cybersecurity, and program management services to the Department of Defense and federal civilian agencies. We support mission-critical infrastructure at the Pentagon and across the National Capital Region, and we invest in our people through competitive compensation, professional certification support, and long-term career growth on stable, multi-year programs.
Position Summary
SHR Consulting Group is seeking a Systems Administrator to operate and maintain the DoD Enterprise Information Transport Service (ITS) node within the DISA J-9 Hosting and Compute organizational messaging portfolio. ITS is a framework of software services and network infrastructure, built on National Security Agency Application Messaging Framework technology, that transports distinct classes of information objects across the Intelligence Community and to DoD partner networks in a secure, timely, validated, and policy-compliant manner. J-9 HAC operates a classified ITS node in direct support of the NSA ITS Program Manager, providing bi-directional organizational messaging and directory support between DoD and the IC. This is a small, high-visibility team working alongside the ODNI Program Management Office, and positions are available in both Microsoft and Red Hat Linux computing environments.
Key Responsibilities:
Provide the ODNI Program Management Office with on-site system administration in accordance with NSA Program Manager processes and procedures for the ITS environment
Escalate complex issues with the ITS suite to the NSA Program Manager for resolution by NSA Tier III staff
Provide profile library and message folder services, including creation and maintenance of custom profiles for all users, enabling advanced message filtering requirements for both IC and DoD users
Enable users to connect to and utilize existing infrastructures, supporting interoperability between differing protocols and formats with enhanced legacy message processing and conversion
Monitor email interfaces to ensure messages are being processed, using multiple configuration options, Legacy Gateway, and Border Clients
Identify, analyze, and resolve problems with configured ITS Data Secure Transport (DST), serial circuit communication ports, message routing database tables, Plain Language Address (PLA) database tables, and application-specific configuration database tables
Escalate outages through J-9 HAC Event Management procedures and expand event notification to the NSA Program Manager
Ensure the system is configured to utilize EVCP, CMX, and other TCP protocols in order to receive and send DOI-103, DOI-103s, and ACP-128 formatted messages
Provide authentication support for Common Access Cards and soft certificates, including JAR signing, hashed user database, 3DES encryption for database options, and TLS 1.2 or other encryption standards for message transport
Monitor all service queues, manually process all intercepted messages, and coordinate with connected sites
Produce the daily Intercepted Message Report detailing the number of intercepted messages manually processed
Correct intercepted messages, send and respond to operational service wires, and manually associate sectional messages in accordance with message precedence processing requirements
Provide reports detailing message volume by port within the monthly In-Progress Review and in support of monthly metric collection
Support restoral of the Organizational Messaging Suite within established CCIR priority timelines, and test and validate backup procedures at least annually
Maintain the ITS environment in accordance with DISA Security Technical Implementation Guides and support cybersecurity compliance and accreditation activities
Minimum Qualifications:
Seven (7) years of progressive experience in Information Technology or Information Processing, including at least six (6) years of specialized experience supporting enterprise IT systems, with hands-on experience installing, configuring, maintaining, and troubleshooting hardware, software, and networked systems.
Systems administration experience supporting DoD or Intelligence Community messaging, directory, or secure data transport systems
Working knowledge of Windows Server administration and/or Red Hat Enterprise Linux administration, aligned to the assigned computing environment
Experience administering message routing configurations, including routing database tables and Plain Language Address (PLA) tables
Familiarity with ACP-128, DOI-103, and DOI-103s message formats and message precedence handling
Experience troubleshooting serial circuit communications and TCP-based message transport protocols
Working knowledge of Public Key Infrastructure, Common Access Card and soft certificate authentication, certificate-based message signing, and TLS encryption standards
Experience operating in an environment governed by an external program office, including structured escalation to a government or agency Tier III authority
Strong attention to detail and disciplined execution of daily reporting and queue monitoring routines
Experience in a DoD or comparable large, complex enterprise IT environment preferred
