Senior Program Analyst with Active Top Secret or DHS Clearance

InDev is seeking a Senior Program Analyst to strengthen program delivery by connecting business needs, technical execution, and program oversight. This role requires a strong foundation in business analysis and technical fluency to translate operational needs into actionable plans. The Senior Program Analyst will manage business operations, coordinate reporting of delivery activities with workstream leads, manage risks and issues, and provide clear stakeholder communications to support the Program Manager. The individual will also serve as Deputy Program Manager, taking ownership of assigned program management responsibilities and helping ensure continuity of program operations.

YOUR FUTURE DUTIES AND RESPONSIBILITIES

• Project planning and delivery: Support project set-up organization, and tracking; oversee resource coordination, and dependencies; coordinate with workstream leads to maintain delivery momentum.


• Program operations and process improvement: Identify operational bottlenecks and recommend improvements to workflows, controls, systems, and procedures.


• Risk and issue management: Track risks, issues, assumptions, and decisions; coordinate mitigation and follow-up actions and escalate concerns appropriately.


• Performance reporting and stakeholder communications: Consolidate workstream updates and prepare status reports, executive briefings, and decision materials for leadership and stakeholders.


• Meeting Management & Coordination: Plan and facilitate customer and internal meetings, prepare agendas and presentation materials, document decisions, and ensure timely follow-up on action items.


• Deputy project management support: Support the Program Manager in overseeing day-to-day program operations, coordinating activities across multiple projects, resolving operational challenges, and independently managing assigned responsibilities.

QUALIFICATIONS

• U.S. Citizen; Active DHS clearance or Top-Secret Clearance.


• Bachelor’s degree in Information Systems or other related discipline.


• Minimum of five (5) years’ experience in business or program analysis, IT project management, or related roles supporting digital transformation projects.


• Working knowledge of the software or systems delivery lifecycle, including design, development, testing, deployment, and support.


• Experience collaborating with both business and technical stakeholders in a cross-functional project environment.


• Strong facilitation, written communication, presentation, problem-solving, and decision-support skills.


• Demonstrated ability to independently develop executive-level presentations, facilitate stakeholder meetings, and manage competing priorities across multiple projects.


• Experience supporting project plans, risks, issues, dependencies, status reporting, and governance activities.


• Experience analyzing business processes, identifying improvement opportunities, and creating standard operating procedures.


• Proficiency in tools including Jira, Confluence, and Microsoft Office Suite.

NICE TO HAVES

• Experience serving as a workstream lead, project lead, Scrum Master, product owner, or deputy Project Manager.


• Experience creating user stories and functional test cases.


• Experience supporting Salesforce and/or Microsoft Power Platform projects.


• Familiarity with Agile, hybrid, and traditional project delivery methods.


• Proficiency with collaboration, reporting, or project-management tools.
