Briefly Describe the Work:
GITI is seeking a Delivery Manager to oversee the overarching delivery strategy, cross-team coordination, and end-to-end value stream across multiple teams and projects supporting a General Services Administration (GSA) contract. A successful candidate will manage complex dependencies, resolve multi-program resource contention, and orchestrate the overall release management strategy. Rather than managing daily sprints, the Delivery Manager acts as the strategic liaison for senior stakeholders, ensuring that integrated products are delivered securely, on time, and aligned with enterprise objectives.

Core Responsibilities:
- Act as the central point of contact for integrating work and managing dependencies across multiple Agile teams and external programs.
- Oversee the end-to-end deployment pipeline and enterprise release schedules, ensuring Minimum Viable Products (MVPs) and Full Operational Capabilities (FOCs) are delivered successfully.
- Resolve multi-program resource contention and manage complex dependencies across the entire enterprise portfolio.
- Serve as the primary technical liaison for senior government stakeholders (COR, PMO) regarding high-level risk management and overarching service delivery health.
- Establish and enforce overarching quality standards, DevSecOps best practices, and continuous improvement initiatives across all participating teams.
- Monitor enterprise-level Agile metrics and delivery pipelines to identify bottlenecks and optimize the overarching value stream.
- Drive strategic alignment by translating high-level contract requirements into executable delivery roadmaps.
Required Skills:
- Extensive experience overseeing multi-team Agile delivery, program management, or enterprise release management.
- Proven ability to manage cross-project dependencies and resolve resource allocation conflicts.
- Experience interacting with and presenting to senior government stakeholders and PMO leadership.
- Deep understanding of scaling Agile frameworks and managing complex delivery pipelines.
- Strong strategic planning and enterprise risk management capabilities.
- Familiarity with enterprise-level tracking and reporting tools to monitor overarching program health.
- Excellent leadership, negotiation, and communication skills.
- Demonstrated hands-on experience in Agile delivery models (ex. SCRUM, Kanban, SAFe) and a DevSecOps framework.
Desired Skills:
- Experience with enterprise Agile scaling methodologies (e.g., SAFe).
- Knowledge of IT service management (ITSM) and overarching quality assurance standards.
- Background in systems integration or enterprise architecture delivery.
- Understanding of Department of Defense (DoD) or GSA compliance and security standards for software delivery.
Preferred Certifications:
- SAFe Release Train Engineer (RTE) or SAFe Agilist (SA)
- Program Management Professional (PgMP)
- Information Technology Infrastructure Library (ITIL) v4 Managing Professional
- Project Management Professional (PMP) with enterprise experience
