Financial Systems Analyst (Senior)

The Senior Financial Systems Analyst serves as a member of team that:

• 
  Plays a pivotal role in implementing Government-Wide Treasury Account Symbol Adjusted Trial Balance Systems (GTAS) into established NGA Momentum Financial Systems.
  
• 
  Supports NGA as the contract Lead for the client’s external reports system.
  
• 
  Monitors trouble tickets in the Service Manager system and acts as the liaison between the client, NGA users, and the Application Service Provider (ASP) to resolve report-related issues, new report requests, and updates.
  
• 
  Conducts system integration testing and user acceptance testing to ensure external reports function as designed following production deployment updates.
  
• 
  Collaborates on major financial system and reporting upgrades, including Momentum Financial System 8.2 and GEAR 8.2.
  
• 
  Champions systematic requirement review and validation functions to control permission-based user access, supporting over 600 new end-users.
  
• 
  Supports audit readiness by reviewing documentation for audit Notifications of Findings & Recommendations (NFRs) on an as-needed basis.
  

Tasks: Support internal NGA financial systems, reporting, external integrations, and compliance activities as designated by government leads. This includes, but is not limited to:

• 
  Serving as the contract Lead for NGA's external reports system, coordinating new report requests, updates, and issue resolution with the ASP.
  
• 
  Monitoring and resolving trouble tickets within the Service Manager system.
  
• 
  Serving as the primary liaison between the client, NGA users, and the ASP to address system errors, access issues, and reporting requirements.
  
• 
  Conducting System Integration Testing (SIT) and User Acceptance Testing (UAT) to verify external reports work as designed post-deployment.
  
• 
  Creating and updating comprehensive Overview documents for all new and updated reports.
  
• 
  Collaborating with the Helpdesk team on upgrades for Momentum Financial System 8.2 and GEAR 8.2, including developing test scripts and conducting UAT.
  
• 
  Working with the client to implement and test new document types and approval workflows within Momentum Financial System.
  
• 
  Assisting in front-end system testing for reports impacted by the newly implemented Invoice Processing Platform (IPP), analyzing affected reports, coordinating updates with the ASP, and providing UAT.
  
• 
  Assisting the government client and team with the successful implementation of Posted Authority Load (PAL) in Momentum Financials, producing functional documentation and executive PowerPoint presentations for leadership and stakeholders.
  
• 
  Conducting requirement reviews and validation to control permission-based user access and requisition upgrades for over 600 Momentum end-users.
  
• 
  Determining GTAS requirements through active stakeholder engagement and implementing GTAS configuration within Momentum Financials.
  
• 
  Collaborating with Security System Assurance teams to monitor and maintain system metrics across assigned departments.
  
• 
  Providing diagnostics and troubleshooting support to resolve functionality issues with GEO-F.
  

Required Education and Experience:

• 
  Bachelor’s degree in a business-related field such as Business Administration, Finance, Accounting, Economics, or Information Technology (or equivalent work experience).
  
• 
  AND Target 8+ years of relevant experience as a financial systems analyst, systems accountant, or financial systems specialist within the IC or DoD.
  
  OR
  
• 
  Demonstrated specialized experience supporting NGA Financial Management Systems (NGA FMS / GEO-F) and Momentum Financials.
  
• 
  Demonstrated specialized experience leading external reporting systems, UAT/integration testing, and system upgrades (Momentum, GEAR).

Desired Skill Set:

• 
  Demonstrated specialized experience with NGA financial systems and tools including GEO-F, Momentum Financial System (8.2), GEAR (8.2), IPP, and Service Manager.
  
• 
  Demonstrated hands-on experience implementing and configuring GTAS (Government-Wide Treasury Account Symbol Adjusted Trial Balance System) and PAL (Posted Authority Load).
  
• 
  Demonstrated experience authoring functional test scripts, conducting System Integration Testing (SIT), and executing User Acceptance Testing (UAT).
  
• 
  Demonstrated experience configuring document types and workflow approvals within Momentum.
  
• 
  Demonstrated experience working directly with Application Service Providers (ASPs) to resolve technical defects and report updates.
  
• 
  Demonstrated experience conducting documentation reviews for audit Notifications of Findings & Recommendations (NFRs).
  
• 
  Proven ability to author functional system documentation, report overview guides, and executive briefing presentations.
