Senior Proposal Narrative Specialist
Location: Burlington, MA
Clearance: Secret Clearance desired
Education: Bachelor’s degree, Master’s preferred.
Outcomes:
The successful candidate is expected to accomplish the following outcomes during the first year in the position:
Sustain high-quality narrative writing across two to four monthly proposals while maintaining hard deadlines.
The two existing proposal writers visibly improving their own narrative instinct, coached by this hire's example
A reputation on the BD team as someone who makes the whole team's work better, not just their own
Keeping evaluators engaged through the pricing volume, not merely the opening paragraphs.
Help support a measurable lift in Gemini's proposal win rate against the ~$500M bid this year Proposals that read as distinct from the "boring," templated stack most competitors and Gemini itself have produced
Responsibilities:
The Senior Proposal Narrative Specialist is a gifted storyteller to sit alongside its two existing compliance-focused proposal writers, taking dry, technical draft content and rewriting it into narrative that holds a government evaluator's attention, without compromising strict federal compliance and formatting rules. This is a senior individual-contributor seat, not a management role.
The company bids two to four proposals a month across three divisions, working in parallel with a lean BD team of two proposal writers and two cost and pricing specialists. This hire takes draft technical and compliance content from those writers, from division leaders, and from subject matter experts, and turns it into a cohesive, compelling story, one that keeps an evaluator reading past the first few paragraphs and through to the pricing volume. The writing has to work inside real constraints. Federal formatting and page-limit rules are strictly enforced and violating them disqualifies a bid regardless of how good the content is. The job is to make the narrative better within that box, not around it. Over time, this person is also expected to raise the level of the two existing writers.
Specific responsibilities include but are not limited to:
Rewrite technical, compliance-heavy draft content into a story that holds a government evaluator's attention
Write or elevate the sections where voice matters most, without disrupting formatting or page-limit compliance
Work in parallel across two to four proposals a month with the existing proposal writers and cost and pricing team
Partner with division leaders and subject matter experts across three divisions to translate technical volumes into persuasive prose
Influence the two existing proposal writers to build stronger narrative instinct into their own first drafts
Operate as a full, trusted member of the BD team from day one, not a probationary specialist
Contribute directly to improving Gemini's win rate on roughly $500M of proposals in play this year
Keep refining a proposal even after it is technically finished, rather than treating "done" as the finish line
Qualifications:
The candidate must have the following qualifications:
Storytelling Craft — a genuine narrative writer who can turn dense, compliance driven technical content into prose a government evaluator wants to keep reading
Federal / GovCon Fluency — real familiarity with the DoD RFP process and the strict formatting and page-limit rules that govern it
Team Orientation — shares responsibility across the team
Entrepreneurial Ownership — operates like an owner inside a small, fast-moving team
Winning Mentality — distinguishes between submitting a proposal and winning one, and keeps pushing to improve it even after it's technically finished
The following qualifications are desired:
Experience with the Shipley Proposal Process or other industry-relevant capture and proposal methodologies.
Working knowledge of GovWin, BGov, GovTribe, or similar market intelligence/capture management software tools.
Knowledgeable and skilled at applying Generative SI
Travel: Minimal travel required.
