The Montcure team recognizes the unique challenges faced by organizations and governments in today's rapidly evolving business environment.

About the Role

Montcure, LLC is hiring a Senior Manager to lead budget formulation, budget execution data analytics, and financial reconciliation support for a U.S. Navy / DoW financial management organization. As a recognized expert in budget and financial management, accounting, and Navy business systems, you will provide deep subject-matter expertise on budget and financial data quality, reconciliations across feeder systems, PBIS, Navy ERP, Advana/Jupiter, and the DDRS, and the analytics that support audit remediation. You will apply accounting, internal control, and financial reporting principles to ensure the accuracy, reliability, and integrity of organizational financial information.
You will interact with the Government at the GS-15 and Senior Executive Service (SES) level, advising leadership on data-driven audit remediation strategies, Independent Public Accountant (IPA) engagement, and remediation of audit findings. You will set technical direction and quality standards for analysts performing budget formulation/execution, data analytics and reconciliation work.
Our core value of Dependability is paramount to this role: you will own the accuracy, supportability, and timeliness of budget data analytics, reconciliation, and audit support deliverables within Government review windows.

What You'll Do
• Serve as the budget formulation/execution data analytics lead and principal advisor to Navy financial management leadership on financial data quality, reconciliation, audit remediation, and remediation of findings.
• Plan and direct end-to-end reconciliations and budget data analytics.
• Direct development of dashboards and reports that track reconciliation status, data quality metrics, and corrective action progress for leadership.
• Lead preparation of data populations and supporting analytics for internal and IPA audit walk throughs, and oversee responses to auditor Provided-by-Client (PBC) requests.
• Lead root cause analysis of data and reconciliation exceptions, and review and approve corrective action items.
• Oversee identification and resolution of financial data discrepancies in PBIS, Advana/Jupiter, including data standardization, script logic enhancements, and reconciliation of results.
• Direct analysis of material variances and unsupported transactions, and trend analysis of duplicate records and transaction aging, and recommend corrective actions to leadership.
• Establish standardized reconciliation templates, desk guides, and SOPs, and set quality standards for analysts across analytics and reconciliation work.
• Ensure team activities align with FASAB and Navy/DoD financial management regulations, and that deliverables are accepted within Government review windows.
Required Qualifications

Education
• Bachelor's degree from an accredited United States college or university in Accounting, Finance, Business, Data Analytics, Information Systems, or a field of study relevant to the role. An additional two (2) years of relevant experience may substitute for the minimum education requirement.
Experience
• 15+ years of relevant experience deploying functional and technical subject-matter expertise in financial management, accounting, data analytics, or business systems in support of State or Federal Government agencies, with direct Department of War or U.S. Navy experience.
• Demonstrated experience analyzing large financial datasets and aligning with budgeting and accounting standards.
• Demonstrated advanced experience supporting IPA audits, including preparing data populations, supporting audit walkthroughs, and responding to auditor requests.
• Demonstrated ability to brief and advise senior Government leaders at the GS-15 and SES level on complex budgetary, execution, programming (POM), accounting, and audit matters.
• Demonstrated senior leadership experience directing multidisciplinary analyst teams, establishing quality and performance standards, and ensuring the accuracy, timeliness, and executive readiness of deliverables.

Skills
• Functional knowledge of department-wide administrative and financial management systems to manage systems to track fiscal transactions, extract data, and ensure data integrity. Navy systems, including but not limited to PBIS, Navy ERP, Advana/Jupiter/Foundry, DDRS, EDA, and data analysis tools (e.g., Excel, SQL, Python, or BI tools such as Tableau, Power BI, or Qlik).
• Exceptional leadership, analytical, written, oral, and stakeholder coordination skills, including developing reconciliation templates, desk guides, SOPs, and developing training.
• Ensure compliance with Generally Accepted Accounting Principles (GAAP) and federal financial management standards.
• Self–starter requiring minimal oversight and direction to execute independent projects.
Preferred Qualifications
• Experience supporting Navy FMO/FMS or major Department of Navy or Marine Corps commands on financial reporting, reconciliation, or audit readiness.
• Experience developing or reviewing data scripts and analytics in Advana/Jupiter/Foundry for financial reconciliation/remediation.
