Location: Washington, DC Metropolitan Area (DMV)
Employment Type: Full-Time
Reports To: Program Management
Work Location: Washington, DC-Based, with local travel as required

Position Overview

MEC Energy Services is seeking an experienced Recruiter to support recruitment and staffing requirements under its U.S. Department of State Embassy Support Program, with a primary focus on positions supporting U.S. Embassy operations in the European (EUR) and East Asian and Pacific (EAP) regions. The successful candidate will play a key role in identifying, attracting, screening, and advancing qualified candidates for skilled trades, technical, facilities management, administrative, logistics, and other positions supporting U.S. Embassy operations overseas.

In addition to managing assigned recruitment requirements, this position will support recruitment coordination, candidate pipeline management, performance reporting, and continuous improvement of recruitment processes for the Embassy Support Program. A particular emphasis will be placed on strengthening MEC’s recruitment presence throughout Washington, DC, Maryland, and Northern Virginia (DMV) through proactive outreach, partnerships, and direct engagement with relevant talent networks to support mission-critical and difficult-to-fill Embassy Support Program positions.

The ideal candidate is a proactive, results-oriented recruiter who combines strong sourcing and candidate engagement skills with excellent organizational, analytical, and coordination capabilities. The position requires someone who can independently manage recruitment priorities, collaborate effectively with recruitment teams and Program Management, strengthen recruitment processes and reporting, and deliver measurable results against Embassy Support Program staffing requirements.

Key Responsibilities

  1. Recruitment and Candidate Sourcing

  • Support recruitment requirements for the Department of State Embassy Support Program, with particular emphasis on EUR and EAP vacancies.

  • Manage assigned recruitment requirements from vacancy intake through candidate sourcing, screening, qualification, submission, and coordination of subsequent hiring steps.

  • Proactively source and engage qualified candidates for skilled trades, facilities maintenance, engineering, administrative, logistics, and other positions supporting U.S. Embassy Support Program vacancies.

  • Utilize recruitment platforms, including Indeed, ClearanceJobs, LinkedIn, company career portals, applicant tracking systems, and other specialized sourcing channels.

  • Conduct targeted candidate searches and direct outreach rather than relying solely on job postings and incoming applications.

  • Review resumes, conduct preliminary interviews, assess technical qualifications, and verify relevant professional experience, licenses, certifications, and eligibility requirements.

  • Match candidates to position requirements, contractual qualifications, work locations, and deployment expectations.

  • Develop and maintain strong pipelines of qualified candidates for current and anticipated Embassy Support vacancies.

  • Coordinate candidate submissions, interviews, feedback, and selection follow-ups with regional recruiters, internal stakeholders, and Government/Post representatives through established channels.

  • Maintain consistent candidate engagement throughout the recruitment process to reduce withdrawals, improve candidate experience, and minimize avoidable delays.

  1. DMV Recruitment and Strategic Outreach

  • Develop and implement targeted recruitment initiatives throughout Washington, DC, Maryland, and Northern Virginia.

  • Establish and maintain relationships with local workforce development agencies, veterans’ transition and employment programs, technical and vocational schools, community colleges, professional associations, and relevant industry networks.

  • Identify and participate in regional career fairs, hiring events, and professional networking opportunities.

  • Develop local talent pipelines for both Washington, DC–based opportunities and overseas positions.

  1. Recruitment Coordination and Pipeline Management

  • Coordinate with regional recruiters, recruitment support staff, Human Resources, and Program Management to maintain an organized, consistent, and responsive recruitment process.

  • Support prioritization of mission-critical and hard-to-fill vacancies based on staffing requirements, recruitment progress, and program needs.

  • Assist in maintaining consistent recruitment workflows, candidate qualification standards, and documentation practices.

  • Monitor candidate progression from initial sourcing and screening through submission, selection, offer acceptance, and transition to HR and onboarding.

  • Identify recruitment bottlenecks, aging vacancies, candidate withdrawals, and delayed actions, and recommend timely corrective measures.

  • Coordinate follow-ups with relevant internal stakeholders to ensure recruitment actions and decisions are completed within established timelines.

  • Support the implementation and improvement of recruitment procedures, screening tools, candidate tracking systems, and recruitment timelines.

  1. Recruitment Performance Monitoring and Reporting

  • Maintain accurate and timely recruitment records in MEC’s applicant tracking system (ATS) and associated staffing trackers.

  • Support the consolidation and preparation of weekly EUR and EAP recruitment pipeline updates, vacancy status reports, and other recruitment performance information.

  • Analyze recruitment trends, candidate pipeline strength, and sourcing effectiveness to recommend adjustments to recruitment strategies and priorities.

  • Ensure recruitment information is reliable, consistent, and readily available to support timely management decisions.

  1. Collaboration and Process Improvement

  • Coordinate with Human Resources and other responsible teams on candidate handoffs, offer processing, and onboarding-related requirements.

  • Identify opportunities to streamline recruitment activities, reduce administrative delays, and improve the candidate experience.

  • Support the effective use of applicant tracking systems, digital sourcing platforms, and technology-enabled recruitment practices.

  • Share sourcing insights, effective practices, and labor market intelligence with the broader recruitment team.

  • Assist in strengthening recruitment tools, reporting practices, and standard procedures to improve consistency and efficiency.

Required Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Management, or a related field, or equivalent relevant professional experience.

  • At least five years of progressively responsible recruitment experience, preferably supporting federal contractors, staffing firms, technical recruitment, or multi-location programs.

  • Demonstrated success in proactive candidate sourcing, screening, candidate engagement, and recruitment pipeline development.

  • Experience recruiting for skilled trades, technical, facilities management, administrative, or other specialized positions.

  • Strong knowledge of recruitment platforms such as Indeed, ClearanceJobs, LinkedIn Recruiter, and applicant tracking systems.

  • Experience coordinating multiple recruitment requirements, maintaining candidate records, and tracking recruitment progress against established timelines.

  • Strong organizational, analytical, and reporting skills, including proficiency with Microsoft Excel and other Microsoft Office applications.

  • Excellent written and verbal communication, interpersonal, and stakeholder coordination skills.

  • Ability to work independently, manage competing priorities, exercise sound judgment, and collaborate effectively with recruiters, HR personnel, and program leadership.

  • Ability to engage with local recruitment networks and participate in recruitment events throughout the DMV region.

Preferred Qualifications

  • Experience supporting U.S. Department of State contracts, particularly recruitment for U.S. Embassy operations or overseas assignments.

  • Familiarity with recruitment for overseas assignments, particularly U.S. Embassy or other international operations.

  • Experience recruiting skilled trades professionals, including electricians, HVAC technicians, mechanics, plumbers, and facilities maintenance personnel.

  • Existing relationships with DMV workforce development organizations, veteran employment programs, technical schools, and professional associations.

  • Experience preparing recruitment dashboards, analyzing conversion rates, and supporting staffing improvement initiatives.

  • Experience coordinating recruitment activities across multiple recruiters, programs, or geographic locations.

  • Familiarity with federal contractor recruitment requirements and candidates requiring security clearances.

  • Experience using advanced sourcing tools, digital recruitment technologies, or AI-assisted candidate search and screening applications.

Key Performance Expectations

The successful candidate will be expected to:

  • Develop and maintain strong, qualified candidate pipelines for assigned positions.

  • Produce timely, high-quality candidate submissions aligned with position and contract requirements.

  • Demonstrate measurable progress in advancing candidates through the recruitment process.

  • Expand MEC’s sourcing reach and professional recruitment network across the DMV region.

  • Maintain accurate recruitment records and contribute to reliable weekly reporting.

  • Identify recruitment delays, pipeline gaps, and emerging risks and support timely corrective actions.

  • Contribute to improved recruitment efficiency, reduced vacancy aging, and achievement of program staffing objectives.

  • Support effective coordination and consistent recruitment practices across assigned programs and recruitment teams.
