Job Description

General Atomics Electromagnetic Systems (GA-EMS) designs and manufactures first-of-a-kind electromagnetic and electric power generation systems. GA-EMS’ expanding portfolio of specialized products and integrated system solutions support critical fleet, space systems and satellites, missile defense, power and energy, and process and monitoring applications for defense, industrial, and commercial customers worldwide.

We have an exciting opportunity for a Program Manager to lead a multi-year lithium hydride processing program supporting a national security mission for the National Nuclear Security Administration (NNSA). In this capacity, the Program Manager will hold full cost, schedule, technical delivery, and customer relationship accountability for a 10-year firm-fixed-price contract with annual options and redetermination periods, from demonstration through facility design, construction, commissioning, and sustained production. The Program Manager will report to the Manager, Concept Formulation, a profit-and-loss organization within GA-EMS Business Operations, and will serve as the primary program interface to the customer and GA-EMS executive management.

With broad latitude, this position exercises considerable independence in planning, directing, and controlling all phases of the program. Assignments are normally outlined only in terms of broad objectives, contract requirements, and financial targets. The successful candidate leads a cross-functional team of engineering, program control, and matrixed functional staff, directs subcontracted engineering, analytical, and construction partners, and works in close partnership with the program’s Chief Engineer, who serves as technical authority.

DUTIES AND RESPONSIBILITIES:
  • Serves as the Program Manager with full accountability for cost, schedule, technical delivery, and customer satisfaction on a 10-year firm-fixed-price NNSA program, including all contract milestones and deliverables.
  • Owns the integrated master schedule, work breakdown structure, and program baseline across demonstration, facility design and construction, commissioning, and production phases.
  • Holds full accountability for program margin; partners with program control to maintain estimates at completion (EACs), track actuals against price, forecast cash flow, and identify margin erosion early.
  • Enforces scope discipline by identifying out-of-scope requests and leading formal change proposals, requests for equitable adjustment, and contract modifications with the contracts organization.
  • Builds the cost, schedule, and technical basis for each annual option and redetermination period, positioning GA-EMS for option exercise and follow-on work.
  • Leads monthly program reviews and executive reporting covering cost, schedule, technical progress, risks, and opportunities.
  • Establishes and runs risk and opportunity management, including a live register, assigned owners, and funded mitigations.
  • Serves as the primary point of contact for the NNSA program office, contracting officer, and contracting officer’s representative; leads program management reviews, technical interchange meetings, and required customer reporting.
  • Partners with the Chief Engineer to align technical execution, design reviews, and readiness reviews with contract and financial commitments.
  • Directs subcontractors and suppliers, including facility design and construction partners and analytical laboratories, covering statement of work development, requirements flowdown, and performance surveillance.
  • Ensures the program meets contract quality, ES&H, security, export control, and material accountability requirements in coordination with matrixed functional organizations.
  • Maintains configuration and data management and delivers contract data requirements accurately and on time.
  • Leads a cross-functional team of engineering, program control, and matrixed support staff; mentors engineers pursuing program management careers.
  • Helps establish Concept Formulation’s program management practices, tools, and templates as the organization grows.
  • Supports capture and proposal efforts, including Requests for Information (RFIs) and Requests for Proposals (RFPs), management volume authorship, and basis of estimate review.
  • Maintains the strict confidentiality of sensitive and classified information.
  • Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
  • Expected to work in a safe manner in accordance with established operating procedures and practices.
  • Performs other duties as assigned or required

We recognize and appreciate the value and contributions of individuals with diverse backgrounds and experiences and welcome all qualified individuals to apply.

Job Qualifications

  •  Typically requires a Bachelors, Masters or PhD in engineering, science or a related technical field as well as eleven or more years of progressively complex program administration experience. May substitute equivalent experience in lieu of education.
  • Demonstrated experience managing firm-fixed-price contracts, including margin management, EAC development, and change and modification management.
  • Experience managing DOE, NNSA, or Department of Defense programs, preferably with nuclear, chemical, or process-facility scope; experience with lithium, chemical processing, materials production, or nuclear security enterprise programs is highly desirable.
  • Working knowledge of federal contracting requirements (FAR, DEAR, and/or DFARS), contract data requirements, and subcontract flowdown.
  • Proficiency building and managing integrated schedules (e.g., Microsoft Project or Primavera P6) and leading risk and opportunity management.
  • Familiarity with DOE quality assurance requirements (DOE O 414.1, NQA-1), DOE ES&H and integrated safety management expectations, and nuclear material control and accountability is desirable.
  • Experience directing engineering, analytical, or construction subcontractors, including statement of work development, proposal evaluation, and performance surveillance.
  • Experience on multi-year contracts with annual options, including preparing the basis for option exercise, is desirable.
  • Demonstrated ability to organize, plan, schedule, conduct, and coordinate workloads to meet established deadlines, milestones, and financial targets.
  • Must possess the ability to understand new concepts quickly and apply them accurately throughout an evolving environment.
  • Strong communication, presentation, and interpersonal skills are required, enabling an effective interface with customers, senior government and Company leadership, and functional organizations, as well as providing leadership and guidance to less experienced professionals.
  • Customer focused, with a track record of building trusted relationships with government program offices.
  • Must be able to work both independently and in a team environment, and to work in a lead capacity across multiple programs, projects, and initiatives.
  • Able to work extended hours and travel as required.
  • A Project Management Professional (PMP) certification or advanced degree in engineering, science, or business administration is desirable.
  • Ability to obtain and maintain a DOE Q clearance with access to Secret Restricted Data is required.
