Job Description
Position Title:
Senior Business Analyst
Location:
Washington, DC (Hybrid)
Clearance Requirements:
Public Trust
Pay Rate:
$55.00 - $65 per hour on W2, depending on qualifications and experience
Position Description:
We are seeking a Senior Business Analyst to help Government customers understand operational challenges and turn complex or loosely defined problems into clear requirements. You will lead discovery, investigate how work happens in practice, and develop findings that help customers make informed decisions about process and system improvements.
The Senior Business Analyst independently translates the scope, objectives, and constraints in a statement of work into a practical discovery and requirements-gathering plan. Working with the Project Manager and project team, this role designs and leads interviews and workshops, maps business processes, analyzes findings, and develops validated requirements. The analyst also provides direction and feedback to junior analysts.
Responsibilities:
- Interpret the statement of work and available background information to define discovery objectives, identify information gaps, and develop a sequenced plan aligned with the engagement scope and deliverables.
- Independently select and design the requirements-gathering approach based on the problem, stakeholder groups, and operational context, identifying assumptions or scope questions that require customer clarification.
- Design workshop structures, including objectives, participants, agendas, facilitation activities, and expected outputs, to investigate processes and reconcile differing perspectives. Develop tailored interview guides and reusable discovery templates.
- Lead interviews and facilitate workshops, asking focused questions to uncover unstated needs, exceptions, workarounds, and differences between documented procedures and actual practice. Adapt the approach as findings emerge.
- Map and analyze business processes across teams, documenting decision points, handoffs, responsibilities, dependencies, and bottlenecks.
- Research relevant policies, procedures, existing documentation, and available operational evidence. Analyze findings across sources to identify themes, conflicting accounts, underlying causes, and improvement opportunities.
- Translate validated findings into clear, specific, and verifiable business and system requirements, distinguishing underlying needs from proposed solutions and maintaining the connection to supporting evidence.
- Verify requirements for clarity, consistency, completeness, and evidentiary support. Validate process documentation and requirements with stakeholders to confirm they reflect actual operations, business needs, and intended outcomes.
- Present evidence-based findings and recommendations, identifying assumptions and unresolved questions. Review and guide junior analysts' work.
- Use approved AI tools to improve the efficiency of research, analysis, and documentation. Independently verify AI-assisted outputs against source evidence, correct errors and unsupported conclusions, and follow applicable customer and company data-handling requirements.
- Additional responsibilities include supporting growth and proposal efforts, as well as expanding business within your assigned portfolio.
Required Skills/Education:
Preferred Skills and Experience:
Experience supporting Government customers or working in environments where policies and organizational responsibilities shape operations. Experience analyzing processes that involve multiple teams or organizations, and familiarity with process-mapping and requirements-management tools.
Work Experience Requirements:
- Five or more years of relevant experience in business analysis, requirements development, or business process improvement.
- Demonstrated experience independently planning and leading discovery from a statement of work or similarly defined engagement scope, including designing workshops and selecting requirements-gathering methods without step-by-step direction.
- Proven ability to analyze ambiguous or conflicting information, develop process maps, and translate operational findings into actionable requirements.
- Strong research and analytical skills, including evaluating sources, testing assumptions, and identifying missing evidence.
- Clear written, verbal, and presentation skills, with the ability to explain findings to business and technical audiences.
- Sound judgment in working with customers, completing assigned analysis activities, and raising issues that require a decision.
- Practical experience using AI tools in analysis and documentation, with the ability to evaluate outputs, verify supporting evidence, and perform the underlying business analysis independently of AI.
Education Requirements:
A bachelor's degree in business, information systems, public administration, or a related field is preferred, not required. Candidates without a degree are encouraged to apply if their professional experience demonstrates the required analytical, research, and communication skills and they meet the work experience requirements.
