Job Description

About @Orchard:

@Orchard is a growing Woman-Owned Small Business and federal prime contractor delivering mission-critical science, data, technology, program management, and workforce solutions. Since 2010, we have built high-performing teams and disciplined delivery systems that help federal agencies launch complex programs, sustain performance, and achieve meaningful mission outcomes.

Position Summary:

@Orchard LLC is seeking a Logistics Analyst to support NOAA’s Office of Ocean Exploration and Research (OER), helping ensure that the specialized equipment and systems required for ocean exploration are ready when and where they are needed. The Logistics Analyst will support the lifecycle management, acquisition coordination, transportation, and operational transition of scientific equipment, sensors, and integrated systems supporting NOAA’s Ocean Exploration missions.

The ideal candidate brings a strong understanding of maritime operations, technical systems, and mission readiness. The Logistics Analyst will evaluate equipment readiness, identify logistical and operational risks, coordinate across technical and operational stakeholders, and help prevent equipment issues from disrupting scientific missions.

This position is contingent upon contract award.

Mission Impact:

NOAA Ocean Exploration advances knowledge of the deep ocean and other underexplored marine environments. Expeditions depend on complex scientific instruments and integrated systems that must operate reliably in demanding conditions.

The Logistics Analyst will help protect that mission capability by anticipating equipment needs, coordinating transitions between vessels, maintaining lifecycle and reliability information, and identifying problems before they affect expedition readiness. The goal is not merely to move equipment or complete transactions-it is to ensure that the equipment and systems supporting ocean exploration are operationally ready when the mission requires them.

Key Responsibilities:
  • Manage equipment lifecycles from acquisition through deployment, maintenance, repair, transfer, replacement, and final disposition.
  • Coordinate ship-to-ship equipment transitions between Ships, supporting expedition readiness.
  • Assess equipment and laboratory requirements to ensure sensors, systems, and supporting components meet the operational needs of each expedition.
  • Coordinate equipment transportation and logistics, including accessories, mounting hardware, spare parts, software, technical documentation, and configuration information.
  • Support acquisition planning by preparing procurement documentation, evaluating equipment specifications and availability, and assisting with acquisition packages, excluding creation of requisitions.
  • Monitor equipment reliability and performance, tracking reliability, maintainability, availability (RMA), mean time between failures (MTBF), and mean time to repair (MTTR).
  • Evaluate maintenance and supportability needs, including scheduled, preventive, corrective, and emergency maintenance, repair options, and spare-parts availability.
  • Conduct logistics and risk analyses to identify supply-chain, operational, storage, maintenance, and transition risks and recommend mitigation strategies.
  • Support installation and operational validation by coordinating integration testing, calibration verification, and readiness checks following equipment transfers or reinstallation.
  • Maintain accurate lifecycle records covering equipment inventory, configuration, maintenance history, repairs, deployment history, and performance issues.
  • Coordinate across technical and operational teams, including scientists, engineers, logistics personnel, expedition planners, vessel operators, and program leadership.
  • Identify and communicate emerging readiness concerns early, document transition decisions and lessons learned, and support timely, risk-informed decisions regarding equipment repair, replacement, transfer, or retirement

Requirements

  • Bachelor’s degree in engineering, marine science, logistics, operations management, supply-chain management, or a related technical discipline, or an equivalent combination of education and relevant operational experience.
  • Demonstrated experience in logistics coordination, equipment lifecycle management, technical operations, maintenance planning, maritime operations, or a related field.
  • Experience coordinating complex equipment, systems, or technical assets across multiple teams, facilities, vessels, or operational environments.
  • Ability to evaluate operational requirements, identify logistical constraints, assess risk, and develop practical recommendations.
  • Strong organizational skills and the ability to manage multiple concurrent actions, dependencies, deadlines, and stakeholder requirements.
  • Ability to interpret technical specifications, equipment records, maintenance documentation, and operational requirements.
  • Excellent written and verbal communication skills, including the ability to communicate technical and logistical issues clearly to both technical personnel and leadership.
  • Proficiency with standard office productivity tools, spreadsheets, and tracking or reporting systems.
  • Ability to work collaboratively with Government customers, technical personnel, and maritime operations stakeholders.

Preferred Qualifications:
  • Prior service as a NOAA Corps officer, or experience as an officer or operational leader in the U.S. Navy, U.S. Coast Guard, or another maritime organization.
  • Experience at the Lieutenant (O-3), Lieutenant Commander (O-4), or higher level in the NOAA Corps or comparable maritime service, with relevant operational responsibilities.
  • Experience supporting NOAA vessels, oceanographic research ships, expeditionary operations, scientific laboratories, or marine technology programs.
  • Familiarity with scientific sensors, remotely operated vehicles (ROVs), oceanographic instruments, shipboard laboratories, or integrated technical systems.
  • Experience coordinating shipboard equipment transfers, vessel transitions, system installations, configuration changes, or operational readiness activities.
  • Experience with reliability, maintainability, and availability analysis, including MTBF and MTTR metrics.
  • Experience with acquisition documentation, supply-chain analysis, equipment supportability, maintenance logistics, or lifecycle cost comparisons.
  • Experience identifying and mitigating risks associated with equipment availability, technical integration, supply-chain constraints, and operational schedules.
  • Familiarity with federal acquisition processes, Government property procedures, technical documentation, or federal agency operations.

Compensation: The anticipated salary range for this position depends on the candidate’s qualifications, and relevant project management experience.

What We Offer:

Competitive base salary with opportunities for advancement, career growth and professional development, work-life balance, comprehensive benefits including health, dental, vision, life insurance, 401(k), generous PTO, and paid federal holidays.

If you are a motivated and collaborative scientist with a passion for ocean mapping through exploration, we encourage you to apply and help expand our understanding of Earth's least explored environments!
