Job Description
Senior Contracts Administrator
Charleston, SC | Full-time, on-site
Travel Requirement: Potential up to 10%
About the role
Modus21 currently holds three cost-plus-fixed-fee prime contracts, each with several subcontractors, and performs firm-fixed-price subcontract work for a Big-5 firm on a maritime foreign military sales software modernization program. We are also converting selected cost-plus-fixed-fee work to firm-fixed-price and expanding into the Huntsville and Tampa markets. The Senior Contracts Administrator owns subcontract administration, builds the purchasing system, writes teaming agreements, and supports contract type conversions. This is an on-site Charleston role. U.S. citizenship is required. A Secret clearance is not required at hire; although, you must be able to obtain and maintain one.
What you will do
• Administer the three cost-plus-fixed-fee primes and the firm-fixed-price subcontract, including modifications, funding, fee, deliverables, limitation of cost and funds, and closeout.
• Draft, negotiate, and administer subcontracts. Prepare consent packages, flow down FAR and DFARS clauses, document price analysis and source selection, and keep files audit-ready.
• Build and document the contractor purchasing system: policies, subcontract file standards, flow-down matrices, consent tracking, and small-business records, so the system would stand up to a DCMA review.
• Write and negotiate teaming agreements and nondisclosure agreements for current and future work.
• Support conversion of selected cost-plus-fixed-fee tasks to firm-fixed-price: gather historical cost, identify risk that cannot transfer, and prepare the contractual package for the contracting officer.
• Review Big-5 subcontract terms and coordinate changes with their contracts staff and our program team.
• Advise program and finance staff on FAR and DFARS cost-reimbursement rules, allowable cost, and the different risk posture of the firm-fixed-price subcontract. Escalate disputes and formal legal questions to counsel.
• Support business development capture by reviewing solicitations, agency supplements, and teaming structures.
Required
• Bachelor’s degree in business, supply chain, legal studies, or a related field, or equivalent experience.
• At least five years of defense contract administration, including cost-plus-fixed-fee primes and subcontract administration. Seven years is preferred for this scope.
• Working knowledge of FAR Part 16, FAR Part 44, and DFARS flow-downs.
• Demonstrated ability to draft teaming agreements and subcontract documents, not only review them.
• U.S. citizenship and the ability to obtain and maintain a DoD Secret clearance.
• On-site in Charleston, SC.
• Demonstrated initiative and ownership: independently identify priorities, resolve issues, and follow work through to completion.
• Willingness to take on complex assignments and perform the detailed, hands-on work needed to turn broad objectives into completed results.
• Ability to collaborate actively with leadership, program teams, Finance, and other stakeholders, sharing information and supporting team goals.
• Commitment to improving processes and contributing to the company’s growth and long-term success.
Preferred
• Experience standing up or remediating a purchasing system, or supporting a Contractor Purchasing System Review.
• Experience converting cost-type work to firm-fixed-price, or pricing and negotiating firm-fixed-price work from cost history.
• Experience as a subcontractor to a large prime.
• Familiarity with Government data-rights provisions.
• Familiarity with ITAR/EAR and export control regulations.
• JD or paralegal background.
• NCMA certification, such as CFCM or CPCM.
