Job Description

DSD Laboratories is seeking a Contracts Manager to oversee the full lifecycle of business agreements supporting our government and commercial programs — from proposal drafting and negotiation through award, performance, and closeout. You will serve as the primary liaison between internal stakeholders, legal counsel, and external partners, ensuring the company mitigates risk, protects its financial interests, and stays fully compliant with contractual and regulatory obligations. If you thrive on precision, process, and protecting the business through every stage of the contract lifecycle, we want to hear from you.

Key Requirement: Prior hands-on experience directly supporting federal or DoD contract administration is required. Familiarity with FAR/DFARS and government reporting portals (e.g., PIEE, SAM, DSIP) is strongly preferred.

What You Will Do

● Contract Lifecycle Management: Own the full lifecycle of business agreements — drafting, negotiation, execution, compliance, and renewal — for teaming agreements, product agreements, and other commercial and government contracts.
● Risk Mitigation & Compliance: Identify legal and financial exposure, ensure compliance with FAR/DFARS and other regulatory frameworks, and develop mitigation strategies.
● Proposal Support (RFPs/RFQs/RFIs): Review solicitation documents for regulatory compliance, complete required Reps & Certs and assertions, verify security and accounting system requirements, compile past performance data, and submit and follow up with the Contracting Officer (CO)/Contract Specialist (CS).
● Awarded Contract Administration: Review new awards for completeness and alignment with the proposal, support contract kickoff, track CLINs and deliverables for compliance, monitor deadlines, and manage CPARS, modifications, and option/funding actions.
● SBIR/STTR Pre- and Post-Award Support: Ensure proposal compliance with component-specific instructions, support kickoff and milestone delivery, and track required SBIR/STTR reporting (e.g., DSIP commercialization reporting).
● Subcontract Management: Manage subcontract agreements, reporting requirements, and modifications whether DSD is acting as prime or subcontractor, including funding and option tracking.
● Contract Closeout: Lead government-required closeout procedures, coordinate de-obligations with the CO/CS, and maintain complete contract files.
● Stakeholder Communication: Educate internal teams and vendors on contractual responsibilities and serve as the main escalation point for contract-related disputes.
● Administrative & Regulatory Upkeep: Maintain SAM and SBA registrations, monitor changes to FAR/DFARS and other regulations, and maintain access to required government portals (e.g., PIEE, ACMS, DSIP, SEWP).
● Management Advisory: Support the management team on general legal documents and matters, and liaise with company attorneys as needed.

What You Bring

● 3–6+ years of experience in contracts management, procurement, or contract administration, with direct exposure to federal/DoD government contracting.
● Working knowledge of FAR, DFARS, and other applicable federal acquisition regulations.
● Experience supporting the full proposal-to-award lifecycle, including RFP/RFQ/RFI review, Reps & Certs, and past performance documentation.
● Experience tracking contract deliverables, CLINs, option periods, funding, and modifications.
● Familiarity with subcontract management, from either the prime or subcontractor perspective.
● Strong written and verbal communication skills, with the ability to negotiate terms and manage disputes professionally.
● Bachelor's degree in Business, Contract Management, Legal Studies, or a related field; equivalent experience may be substituted.

Preferred Qualifications

● Experience with SBIR/STTR pre- and post-award administration and reporting (e.g., DSIP).
● NCMA certification (CFCM, CCCM, or CPCM) or equivalent contract management credential.
● Experience with government reporting and registration portals such as PIEE, ACMS, DSIP, SEWP, and SAM.gov.
● Experience managing CPARS submissions, responses, and administrative actions.
● Prior experience acting as a company's primary liaison with Contracting Officers (COs) and Contracting Officer's Representatives (CORs).
● Familiarity with OCI reporting, DFARS 252.232-7007 (Limitation of Government's Obligation), and similar clause-specific compliance requirements.
DSD Laboratories, Inc. is an equal opportunity employer. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, disability, or protected veteran status.
