Job Description
Experience Required:
Minimum 5 years of federal proposal writing experience Compensation:
About the Position
SAWTST is seeking an experienced Technical Proposal Writer to join our growing Business Development, Capture, and Proposal team. This is a hands-on writing position for someone who can independently develop compliant, compelling, and technically accurate federal government proposals.
The ideal candidate understands federal solicitations, Shipley proposal development practices, and how to transform complex technical requirements and Subject Matter Expert (SME) input into clear, persuasive narratives that demonstrate how SAWTST will execute the work and deliver value to government customers.
We are looking for a strong proposal writer—not someone whose experience is primarily proposal coordination, formatting, or editing.
Key Responsibilities
· Independently research, develop, write, and revise Technical, Management, Staffing, Transition, Quality, and Past Performance proposal narratives.
· Analyze federal RFPs, RFQs, RFIs, PWS/SOW requirements, Sections L and M, and evaluation criteria to develop responsive content.
· Translate technical solutions, capture strategies, win themes, discriminators, and SME inputs into persuasive, evaluator-focused narratives.
· Conduct SME interviews and develop complete proposal responses from technical discussions, notes, and supporting documentation.
· Participate in Capture Planning and Proposal Planning activities, including solution development and content strategy, as assigned.
· Serve as Content Lead for assigned proposal sections or volumes when designated, ensuring consistency, completeness, and quality.
· Develop annotated outlines, storyboards, section summaries, tables, and graphics concepts.
· Review assigned content for compliance, technical accuracy, consistency, and alignment with evaluation criteria.
· Incorporate Pink, Red, Gold, and other proposal review feedback while meeting established deadlines.
· Collaborate with Proposal Managers, Capture Leads, Business Development, Operations, and technical SMEs.
Required Qualifications
· Bachelor's degree in a relevant discipline or equivalent directly related experience.
· Minimum five years of hands-on experience writing competitive federal government proposals, preferably for the Department of Defense.
· Demonstrated ability to independently develop original Technical and Management Volume narratives—not simply edit existing content.
· Working knowledge of federal solicitations, proposal instructions, evaluation criteria, and Shipley or comparable structured proposal development processes.
· Strong technical writing, research, interviewing, editing, and organizational skills.
· Advanced Microsoft Word skills and proficiency with Microsoft 365 collaboration tools.
· Ability to manage multiple writing assignments and meet demanding proposal deadlines in a remote environment.
Preferred Qualifications
· Shipley proposal writing training or APMP certification.
· Experience supporting DoD or civilian federal proposals in logistics, IT, engineering, professional services, or mission support.
· Experience with IDIQ/task-order proposals, multi-volume submissions, and color team reviews.
· Experience using SharePoint and proposal collaboration tools.
Work Environment
This is a full-time, remote position requiring reliable availability during SAWTST's established business hours, with occasional extended hours during major proposal submissions.
Routine travel is not anticipated.
Application Requirements
· Qualified candidates should submit a resume highlighting their direct federal proposal writing experience.
· Selected candidates may be asked to provide a suitably redacted federal proposal writing sample and complete a practical writing exercise.
· SAWTST is an equal opportunity employer.
