Key Responsibilities
- Team Leadership & Management: Direct, mentor, and evaluate a cross-functional team of Platform Integration Engineers and Site Administrators. Foster a collaborative environment focused on technical excellence, accountability, and rapid problem resolution.
- Stakeholder Engagement & Liaison: Serve as the primary point of contact for senior Navy stakeholders (e.g., NAVSEA, NAVWAR, PEOs and PAEs), site personnel, and partner contract leads. Facilitate clear communication, align technical objectives, and manage expectations across diverse stakeholder groups. Must be able to translate partially defined stakeholder requests into clear, executable plans.
- Integration & Support Oversight: Oversee the comprehensive planning, execution, and sustainment of hardware support operations and software platform integrations for afloat environments, with focus on Infrastructure as a Service (IaaS), Platform as a Service( PaaS), and combat system software and element integration.
- Schedule & Delivery Management: Proactively manage and execute against demanding, highly compressed deployment timelines. Ensure that all hardware installations and software integrations are completed, tested, and validated to meet strict ship deployment schedules and operational availability. Collaborate with program leads to assess resource availability, align priorities, and ensure appropriate resource allocation.
- Risk Mitigation & Issue Resolution: Identify integration bottlenecks, resource constraints, and technical risks early in the deployment lifecycle. Develop and implement rapid corrective action plans in coordination with site administrators and engineering leads to prevent schedule slippage. Define, and elevate to the PMO resource requirements necessary to support missions.
- Compliance & Quality Assurance: Ensure all integration activities adhere to Navy modernization policies, cybersecurity requirements, and rigorous quality assurance standards prior to site and shipboard install and deployment.
- Process Optimization: Continuously assess site administration and integration workflows to identify efficiencies, reduce deployment friction, and streamline hardware/software delivery mechanisms for future Navy platforms. Document and develop standard processes and procedures and drive the team to successfully implement them.
- Reporting: Ensure that daily, weekly, and monthly reporting on site activities is occurring to the appropriate audiences for dissemination of information across all relevel stakeholders and teams.
Required Qualifications
- Must possess and maintain an Active DoD Secret security clearance.
- Bachelor's Degree in Systems Engineering, Computer Science, Information Technology, Program Management, or related technical discipline.
- Minimum of 8-10 years of progressive experience in IT/Systems integration, systems engineering, or technical project management within the Department of Defense. Navy Combat System experience preferred.
- Minimum of 3+ years in a direct leadership role managing technical engineering and administrative personnel.
- Demonstrated, verifiable experience directly supporting U.S. Navy programs, specifically concerning shipboard hardware/software integration, modernization, and afloat network deployments.
- Proven ability to thrive under pressure and successfully manage concurrent deployments with compressed, unyielding schedules.
- Expertise in coordinating with Government stakeholders, external defense contractors, shipyard personnel, and senior military officials.
- Strong understanding of hardware lifecycle support, software deployment pipelines, DevSecOps, and platform integration methodologies.
- Exceptional written and verbal communication skills, with the ability to articulate complex technical challenges to non-technical executive stakeholders.
Preferred Qualifications
- Active Project Management Professional (PMP) Certification.
- DoD 8570.01-M Information Assurance Workforce Certifications (e.g., CompTIA Security+, CISSP, or equivalent IAT/IAM Level II/III).
- Familiarity with Agile frameworks (e.g., SAFe) and ITIL service management practices.
- Direct experience with major Navy C4ISR systems, CANES, Aegis, or similar afloat tactical networks.
- Prior military experience in the U.S. Navy as an Information Systems Technician (IT), Electronics Technician (ET), or Systems Engineering Officer is highly desirable.
