Job Description

Job #: 3055137

Apex Systems is currently hiring a Technical Writer with a large federal client.

Project Details / Mission Supported:
As a Technical Writer supporting a federal IT modernization program, you will play a critical role in developing mission-essential assessment documentation that supports informed decision-making at the executive level. This position is ideal for a senior technical writer with significant federal IT experience who is comfortable working directly with technical and non-technical stakeholders. You will conduct stakeholder interviews, gather and interpret complex information, and translate technical concepts and business needs into clear, accurate, and actionable documentation.
The program supports efforts to modernize federal applications and mission-critical technology capabilities to improve efficiency and overall effectiveness.
This is not a traditional people-management position and does not have direct reports. Instead, you will work closely with the Project Manager in a senior-level capacity, serving as a higher-level technical writer while helping coordinate documentation, stakeholder communication, deliverable tracking, Government reviews, and program reporting.

Primary Responsibilities

Technical Writing & Assessment Documentation
• Develop system assessment profiles, scoring rubrics, interview guides, data-call templates, and related documentation aligned with program objectives.
• Author technical assessments, dependency and integration matrices, modernization recommendations, and formal federal deliverables.
• Produce comprehensive Final Assessment Reports structured for executive consumption.
• Create executive summaries, detailed technical sections, briefings, visual diagrams, and supporting appendices with appropriate source citations.
• Translate complex IT concepts and technical findings into clear documentation for technical, executive, and non-technical audiences.
• Conduct and support stakeholder and SME interviews to gather information, understand requirements, and accurately document technical and business concepts.
• Work closely with system owners and technical SMEs to validate information and ensure documentation accurately represents technical environments, findings, and recommendations.
• Take ideas and information provided by non-technical stakeholders and translate them into clear, technically relevant documentation.

Template Design & Standardization
• Design, implement, and maintain standardized documentation templates.
• Ensure consistency in structure, terminology, formatting, and presentation across program artifacts.
• Establish and maintain documentation style guides aligned with federal standards.
• Ensure deliverables meet applicable contractual requirements, Statement of Work requirements, and defined acceptance criteria.

Deputy PM & Program Coordination
• Work closely with the Project Manager to support program execution and delivery.
• Coordinate weekly and biweekly status-reporting packages and progress-meeting materials.
• Track Government and stakeholder comments, revisions, and final deliverables through completion.
• Coordinate document review cycles across technical SMEs, system owners, program leadership, and Government stakeholders.
• Support stakeholder communication, deliverable tracking, status reporting, and other Deputy PM-style responsibilities.
• Maintain visibility into documentation progress, outstanding comments, and deliverable requirements.
• Operate as a senior member of the program team without direct people-management responsibilities.

Quality Assurance & Compliance
• Ensure applicable deliverables meet Section 508 accessibility requirements.
• Support compliance with federal documentation, privacy, and records-handling requirements.
• Perform thorough quality reviews for technical accuracy, formatting, consistency, and contractual compliance.
• Validate technical content with system owners and subject matter experts.
• Manage version control, document repositories, and configuration-management processes.
• Ensure documentation is polished and ready for Government review and acceptance.

Qualified candidates will have the following experience and skills:
• Bachelor’s degree and 8+ years of relevant technical writing experience, preferably supporting federal IT programs.
• Strong experience creating formal technical documentation, assessment reports, executive summaries, technical reports, briefings, and customer-facing deliverables.
• Demonstrated ability to take complex technical information and translate it into clear documentation for leadership and non-technical audiences.
• Experience conducting interviews and working directly with technical SMEs, system owners, Government stakeholders, and non-technical stakeholders to gather and validate information.
• Experience developing structured deliverables that must meet contractual requirements, Statements of Work, or defined acceptance criteria.
• Strong technical editing, document formatting, information design, and quality-assurance skills.
• Experience developing and maintaining document templates, style guides, and documentation standards.
• Section 508 accessibility experience.
• Experience coordinating stakeholder feedback, Government comments, revisions, and final deliverables.
• Experience with document version control, repositories, and configuration-management practices.
• Strong communication and organizational skills with the ability to operate in a senior, Deputy PM-style capacity alongside program leadership.
• U.S. Citizenship and ability to successfully complete customer-required EOD processing prior to starting.

Desired Qualifications
• Previous experience supporting federal government IT programs.
• Experience with federal documentation templates, standards, compliance requirements, and Government review processes.
• Previous experience serving as a Deputy Project Manager, Project Coordinator, Documentation Lead, or Senior Technical Writer with program-level responsibilities.
• Experience supporting federal IT modernization, technology assessments, application modernization, or IT transformation initiatives.
• Experience with Microsoft Visio, Adobe Creative Suite, and collaborative documentation platforms.
