Level: Senior Manager
Clearance: Active Secret required

The Montcure team recognize the unique challenges faced by organizations and governments in today’s rapidly evolving business environment.
Job Summary
Montcure, LLC is hiring an Operating Materials and Supplies-Remainder (OM&S-R) Subject Matter Expert (SME) to lead property and asset audit readiness support for a U.S. Navy / DoW financial management organization. As a recognized expert in financial management, accounting, and Navy business systems, you will provide deep subject-matter expertise on OM&S-R existence and completeness (E&C), end-user determination, and reconciliation across the Accountable Property System of Record (APSR), Navy ERP, Advana/Jupiter, and the Trial Balance.
You will interact with the Government primarily at the GS-15 or Senior Executive Service (SES) level, advising leadership on OM&S-R audit strategy, Independent Public Accountant (IPA) engagement, and remediation of audit findings. You will set technical direction and quality standards for analysts performing E&C testing, data analytics, and reconciliation work.
Our core value of Dependability is paramount to this role: you will own the accuracy, supportability, and timeliness of OM&S-R testing, reconciliation, and audit support deliverables within Government review windows.
Key Responsibilities
• Serve as the OM&S-R SME and principal advisor to Navy financial management leadership on property and asset audit readiness, audit strategy, and remediation of findings.
• Plan and direct OM&S-R existence and completeness (E&C) testing, including “floor to book” and “book to floor” procedures, across multiple Navy site visits and large sample populations.
• Lead root cause analysis of missing, inaccurate, or unsupported APSR records, and review and approve site visit reports and corrective action items.
• Lead internal audit walkthroughs and support IPA walkthroughs at Navy activities, including Warfare Centers, to defend the Navy’s OM&S-R position during audit.
• Guide development and application of the OM&S-R end-user determination framework in accordance with SFFAS 3, and develop related policy, training, and job aids.
• Direct end-to-end OM&S-R reconciliations across feeder systems, the APSR, Navy ERP, the Trial Balance, and financial reporting, including three-way reconciliations each quarter.
• Oversee identification and resolution of OM&S-R data discrepancies in Advana/Jupiter, including data standardization, script logic enhancements, and reconciliation of results to the Trial Balance.
• Direct analysis of material variances and unsupported transactions, and trend analysis of duplicate materials and inventory aging, and recommend corrective actions to leadership.
• Direct analyses of material movement and inventory aging assessments to support end-user designations, evaluate material use and movement patterns, and identify potentially inactive excess, obsolete, or unserviceable material.
• Establish standardized reconciliation templates, desk guides, and SOPs, and set quality standards for analysts across testing, analytics, and reconciliation work.
Qualifications
Education:
• Bachelor’s degree from an accredited United States college or university in Accounting, Finance, Business, or a field of study relevant to the role. An additional two (2) years of relevant experience may substitute for the minimum education requirement.
Experience:
• 15+ years of relevant experience deploying functional and technical subject-matter expertise in financial management, accounting, or business systems in support of State or Federal Government agencies, or large, complex companies (greater than 1,000 employees).
• Recognized expertise in DoD or Navy property and asset accounting, including OM&S, inventory, or General PP&E, and the related audit readiness requirements.
• Demonstrated experience planning and executing E&C testing (floor to book and book to floor) and determining root causes of unsupported or inaccurate property records.
• Demonstrated experience supporting IPA audits, including leading or supporting audit walkthroughs and responding to auditor requests.
• Working knowledge of SFFAS 3 and OM&S end-user determinations, OMB Circular A-123, and DoD Financial Management Regulation (FMR) requirements.
• Demonstrated experience directing reconciliations across systems, including resolving material variances.
• Demonstrated ability to brief and advise senior Government leaders at the SES and Flag Officer level on complex accounting and audit matters.
Skills:
• Functional knowledge of Navy ERP.
• Proficiency with Advana/Jupiter data, DDRS, EDA, and data analysis tools (e.g., Excel, BI tools, or scripting).
• Exceptional leadership, analytical, written, and stakeholder engagement skills, including developing reconciliation templates, desk guides, SOPs, and training.
Preferred Qualifications
• Experience supporting Navy FMO/FMS or major Navy commands on OM&S or PP&E audit readiness.
• Professional certifications (e.g., CPA, CDFM, CGFM, PMP).
