Position Overview
Cadence Coalition LLC is seeking a Lead SharePoint / Power Platform Developer to support DISA’s Emerging Technology Directorate under the STEaKMM program.
The successful candidate will be the contractor’s primary technical executor for enterprise SharePoint and Power Platform solutions within restricted DoD Microsoft 365 environments, including DoD365-J, with a focus on secure knowledge management, modernization, and automation.
Primary Responsibilities
• Lead design, development, deployment, and maintenance of enterprise KM solutions using SharePoint Online, Teams, Power Platform (Power Apps, Power Automate, Power BI), and Viva.
• Develop and modernize knowledge management applications, workflow automation, and enterprise collaboration capabilities within a restricted DoD365 tenant.
• Lead digital transformation of existing work products and processes into modern, sustainable formats, with process automation as a primary outcome.
• Build data models, analyses, and visualizations (e.g., Power BI) that give Government users actionable insights.
• Implement custom solutions using JSON, CSS, REST, XML, SharePoint Framework (SPFx), Power Query, and DAX.
• Support Microsoft Viva integration and the use of approved AI tools in knowledge management solutions and workflows.
• Develop secure solutions consistent with CUI handling requirements and DoD IL5 or higher environment constraints.
• Analyze source data and prepare Migration Mappings, then execute Government-approved content and records migrations while preserving data integrity, security, and accessibility.
• Monitor performance, availability (98% uptime standard), and interoperability of developed solutions; troubleshoot Microsoft 365 issues; and submit enhancement recommendations into the Government’s change management system.
• Produce wireframes and proofs of concept, Transformation & Automation Proposals, and agile documentation, and participate in Government-led sprint planning, stand-ups, reviews, and retrospectives.
• Execute work using an Agile Scrumban framework and help refine product backlogs.
• Prepare technical documentation and evidence supporting solution quality, availability, and operational sustainment.
Required Qualifications
• Minimum eight (8) years of software or application development experience, including at least five (5) years of enterprise Microsoft SharePoint architecture and development.
• Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field. Six (6) years of specialized experience beyond the eight (8) required may be substituted for the degree.
• Minimum two (2) years of direct experience developing, deploying, and maintaining complex solutions specifically within DoD Microsoft 365 IL5 or higher tenant environments (for example, DoD365-J).
• Verifiable hands-on experience using JSON, CSS, REST, XML, SPFx, Power Query, and DAX within strict security boundaries.
• Experience integrating Microsoft Viva and approved AI toolsets into KM solutions and workflows.
• Proven experience executing work within an Agile Scrumban framework and assisting in backlog refinement.
• Active DoD Secret security clearance.
Security and Certification Requirements
• U.S. citizenship and an active, final DoD Secret clearance with a favorably adjudicated Tier 3 investigation (or Continuous Evaluation enrollment current within five years, reflected in DISS) at the start of performance.
• Must meet DoD 8140 qualification requirements, at minimum the Basic proficiency level, for the DCWF work role aligned to any privileged-access duties assigned in the DoD365 environment, and keep certifications current.
• Must be able to comply with DISA information-security, CUI-handling, and personnel access requirements, including signing a DISA Non-Disclosure Agreement and completing DISA initial and annual mandatory security training.
Work Location and Schedule
• Primary place of performance is DISA Headquarters at Fort George G. Meade, Maryland.
• Work supports DISA technology engineering and/or knowledge management requirements; onsite access is subject to Government facility and seating arrangements.
• Hybrid schedule with daily Monday through Friday on-site coverage at DISA, 6914 Cooper Avenue, Fort Meade, and core hours of 0900 to 1500 ET; the on-site/telework balance is set by the Government COR and may change with mission needs.
• Occasional local and CONUS travel may be required, with written COR approval in advance.
• Key personnel are required to be onboard at the beginning of the period of performance.
Preferred Qualifications
• Experience with enterprise modernization, SharePoint migrations, and Power Apps/Power Automate implementation in DoD environments.
• Experience delivering secure, highly available interactive solutions under CUI handling controls.
Application Requirements
Applicants should submit a current resume clearly identifying:
• Bachelor’s degree (or qualifying experience substitution), at least eight years of development experience including five years of SharePoint architecture/development, and two years of hands-on DoD IL5 or higher tenant experience.
• At least two project case studies or portfolio summaries, not exceeding two pages in length, detailing hands-on technical execution in a DoD IL5 or higher environment.
• Evidence of the listed development technologies, Microsoft Viva/AI integration, and Agile Scrumban experience.
• Current active Secret clearance status and availability to support work at Fort Meade.
• DoD 8140 certification details for each certification held: certification type, certification number, expiration date, and certification provider.
• Willingness to be named as key personnel in Cadence Coalition’s proposal and to sign a letter of commitment.
