Appendix A provides a list of the required Systems Skills necessary to perform these support services.

1.4 General Information

1.4.1 Quality Assurance: The government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on tasks the Government can undertake to ensure that the contractor has performed in accordance with the performance standards. The QASP defines ways the performance standards can be applied, the frequency of surveillance and the minimum acceptable level of support. The Performance Requirements Summary (PRS) is reflected in the PWS and sets forth the tasks, results, and the acceptable level of performance and surveillance method.

1.4.2 Quality Control: The contractor shall maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of performance that does not achieve the Acceptable Level of Performance as recorded during the monthly Quality Assurance Review by the COR as listed in the QASP. The contractor’s quality control program is a means by which to ensure that the contractor’s work complies with the requirement of the contract.

1.4.3 Hours of Operation: The core hours for the DFAS DRAS team are 8:30 a.m.-11 a.m. and 1:00-3:00 p.m., with a flex time window of 6:00 a.m. to 6:00 p.m., Monday through Friday except Federal holidays as noted in paragraph 1.4.4 or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. 1.4.6 Remote Location: The Contractor personnel may be authorized to work from a remote location when it is advantageous to the DFAS mission. This must be coordinated and approved by the COR prior to the work being accomplished. DFAS requires contractors to maintain adequate security controls over certain information. DFAS may deem having contractor personnel working at home to not be practical, efficient or effective if the work is subject to security requirements that necessitates work onsite. Unless the Contract Officer determines that allowing a contractor personnel to telework is detrimental to contract performance, the contractor may request that work required under the contract be performed at an alternative worksite.
Changes in requirements, such as an increase in required security levels, may require the Government to restrict or eliminate teleworking.
The contractor personnel shall report to DFAS-IN the first week of the contract for the onboarding time needed to receive a DFAS laptop and Common Access Card (CAC).
Any equipment provided by the Government for telecommute purposes will be treated as Government Furnished Equipment and guidelines in Controls for Government Property and Guidance on Removing Government Property from DFAS facilities shall be followed.
. SPECIFIC TASKS:
The contractor performing these tasks shall participate in system requirements reviews, critical design reviews, test readiness reviews and post implementation reviews as part of the Agile Software Development Lifecycle (SDLC) and will follow the guidelines laid out in the DRAS SDLC and any updates to the process outlined by the DRAS Program Management Office (PMO).
