Job Description

Cloud & DevOps Engineer (Azure)
Morgantown, WV (Hybrid - in the Morgantown office about 2 days per week; occasional travel to client sites) | Full-time

About the Role
M&S Consulting is hiring a hands-on Cloud & DevOps Engineer to own Azure infrastructure, CI/CD pipelines, and supporting Power Platform environments across our client engagements. You will move on-premises workloads into Azure, codify the result in Bicep, keep environments governed and secure, and help our teams and clients put AI tools to practical use. The role blends engineering with light development and client-facing consulting: you will build things, explain them, and hand them over cleanly.

About M&S Consulting
M&S Consulting, LLC is a technology consulting firm headquartered in Morgantown, West Virginia. We modernize enterprise platforms for commercial, healthcare, higher-education, and federal clients, with deep practices in cloud engineering, Salesforce, ERP, and AI/agent development. Our engineers work in small, senior teams where each person owns outcomes end to end.

What You'll Do

Cloud Engineering and Architecture
- Lead on-premises to Azure migrations: assess workloads, plan landing zones, execute cutovers, and validate post-migration
- Design Azure solutions (compute, networking, storage, identity, monitoring) that are secure, cost-aware, and supportable
- Produce architecture diagrams, runbooks, and handover documentation for client teams

Azure Governance and Infrastructure as Code
- Author and maintain Bicep modules for repeatable, versioned environment provisioning
- Implement Azure Policy, management groups, RBAC, tagging standards, and cost controls
- Monitor security posture and remediate findings from Defender for Cloud and client audits

DevOps and CI/CD
- Design, build, and maintain CI/CD pipelines using GitLab Runner (and Azure DevOps or GitHub Actions where clients require it)
- Automate build, test, release, and rollback for application code and infrastructure
- Manage source control strategy, branching, and release workflows across client repos

Power Platform Administration
- Administer Power Platform environments, DLP policies, and connectors
- Package and promote solutions (Power Apps, Power Automate, Dataverse, MSSQL) across dev, test, and production
- Support makers and developers with environment access, ALM practices, and troubleshooting

Development
- Write scripts and light application code (PowerShell, Python, C#/.NET, TypeScript, or Power Platform) to automate operations and extend solutions
- Contribute fixes and small features to client applications when the engagement calls for it

AI Adoption and Advanced Usage
- Use AI coding and automation tools daily (such as GitHub Copilot) and raise the bar for how the team uses them
- Prototype AI-assisted workflows and agents for internal use and client engagements
- Advise clients on practical, governed adoption of AI across Microsoft 365, Azure, and Power Platform

Required Qualifications
- 5+ years in DevOps, cloud, or platform engineering, with at least 3 years hands-on in Microsoft Azure
- Delivered at least one on-premises to Azure migration end to end (assessment through cutover and decommission)
- Proficient in Infrastructure as Code with Bicep (ARM or Terraform experience also valued)
- Working knowledge of Azure governance: Azure Policy, RBAC, management groups, Entra ID, Defender for Cloud, and cost management
- Production experience building CI/CD pipelines with GitLab Runner, Azure DevOps, or GitHub Actions
- Scripting proficiency in PowerShell and at least one general-purpose language (Python, C#, or TypeScript)
- Comfortable with Git, Linux and Windows server administration, networking fundamentals, and monitoring (Azure Monitor, Log Analytics)
- Working knowledge of Power Platform administration: environments, DLP, solution ALM, and pipelines
- Demonstrated use of AI tools to accelerate engineering work, and the judgment to know where they should not be used
- Clear written and verbal communication with technical and non-technical client stakeholders
- Ability to identify key areas that would benefit from automation
- Able to work in the Morgantown, WV office about 2 days per week
- Authorized to work in the United States

Nice to Have
- Microsoft certifications: AZ-104 (Azure Administrator), AZ-400 (DevOps Engineer Expert), AZ-305 (Solutions Architect Expert), PL-400 (Power Platform Developer), or AI-102 (Azure AI Engineer)
- Containers and orchestration: Docker, Azure Container Apps, AKS
- Experience with Azure Landing Zones and the Cloud Adoption Framework
- Microsoft 365 administration and Copilot / Copilot Studio deployment
- Azure OpenAI, AI Foundry, or building agents with Semantic Kernel or LangChain
- Experience in regulated environments (healthcare, higher education, federal) and familiarity with HIPAA, FedRAMP, or NIST 800-53
- Experience with ServiceNow as an end user
- Experience with Jira as an end user
- Team participation and operating in Agile Scrum environments at CMMI Level 3
- Consulting background: scoping work, estimating effort, and managing client expectations

Why M&S Consulting
- Direct-hire, long-term stability.
- Small-company culture with direct access to leadership and real ownership of your work.
- Competitive salary and a comprehensive benefits package, including health coverage, retirement plan, and paid time off.
