Job Description
Kiliuda Consulting, LLC, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Subject Matter Expert, Emergency Preparedness Program Manager to support our client in Stafford, VA.
Responsibilities:
Bi-annually, develop and coordinate with Headquarters (HQ) and field units, the agency's Continuity of Operations (COOP) plan.
Conduct monthly inspections of all COOP plans to ensure compliance with policy.
Review all after-action reports from HQs and field units regarding COOP exercises.
Continually update Concept of Operations (ConOps) and coordinate with field units' protocol for response to activation of Emergency Support Function -13 (ESF-13) of the National Response Framework (NRF).
Ensure that the agency's pandemic influenza response plan is updated and consistent with the Centers for Disease Control (CDC) recommendations and department mandates.
Maintain and update the Memoranda of Understanding (MOU) with respective county public health departments.
Organize and coordinate agency protocol for executive response to Continuity of Government Condition (COGCON) alerts.
Conduct liaison with department officials and local counterparts regarding the agency's emergency preparedness plans.
Organize, develop, and implement agency test training and exercise programs in conjunction with department guidelines.
Requirements:
U.S. Citizenship is required
Active Top Secret/SCI Clearance is required
Ability to pass a pre-employment background check
Ability to pass agency background investigation
Bachelor's degree and/or four years of military experience.
Possession of or ability to obtain FEMA certifications relative to SME's duties.
Experience conducting presentations and briefings to executive managers.
