Job Description
The Network Operations Center (NOC) Director serves as the senior operational and technical leader for Military Sealift Command’s (MSC) Network Operations Centers (MNOC East and MNOC West), future Fleet Network Operations Centers (FLTNOCs), and cloud-based environments. This position is responsible for ensuring 24x7x365 operational readiness, sustainment, cybersecurity, and modernization of MSC-supported network services, satellite communications, and afloat IT capabilities.
The Director oversees network operations, system administration, maintenance, performance monitoring, cybersecurity, Tier II service desk support, telecommunications, Navy messaging services, and continuity operations across legacy and emerging network environments. This role also manages executive customer relationships, leads strategic stakeholder communications, coordinates government and contractor teams, and supports enterprise modernization initiatives.

Key Duties and Responsibilities
Operations and Technical Leadership
- Lead MNOC East (Pensacola, FL) and MNOC West (Wahiawa, HI), ensuring continuous 24x7x365 operations.
- Oversee operations, maintenance, and sustainment of MNOC, FLTNOC, and cloud-based systems and services.
- Ensure operational support for MSC afloat IT infrastructure, satellite communications (SATCOM), commercial connectivity, telephony, and network management.
- Direct operations within secure, accredited facilities supporting MSC afloat enterprise network operations and maintenance.
- Maintain communications guard services for the MSC fleet and ensure reliable delivery of C2OIX-N/C2OIX-S messaging services.
- Ensure consistent Tier II help desk support for MSC afloat units and headquarters personnel.
- Manage network utilization, performance monitoring, trend analysis, capacity planning, and service continuity.
Strategic Planning and Modernization
- Coordinate network engineering activities supporting modernization initiatives, system upgrades, and emerging operational requirements.
- Align MNOC and FLTNOC activities with the Government-approved C4 Maintenance and Modernization Plan.
- Ensure compliance with service-level agreements (SLAs), MSC IT configuration management processes, and cybersecurity requirements.
- Support enterprise IT modernization, cloud adoption, and integration of future network architectures.
Customer and Stakeholder Engagement
- Maintain strong executive customer relationships and foster collaboration across government and contractor teams.
- Translate complex technical issues into clear, concise, operationally relevant briefings and recommendations.
- Establish rapport with technical and non-technical stakeholders while maintaining a customer-focused operational approach.
- Lead crisis communications and coordinate responses across geographically dispersed locations, ensuring customer communications remain accurate, consistent, and timely.
Personnel and Performance Management
- Lead Tier II NOC technicians, operators, analysts, engineers, and cybersecurity support personnel across MNOC and FLTNOC locations.
- Coach and mentor staff while ensuring personnel maintain required qualifications, certifications, and security clearance eligibility.
- Promote operational discipline, technical excellence, accountability, and continuous improvement.
- Maintain operational readiness and ensure effective coordination across distributed teams and mission-critical services.
Required Qualifications
- Active Top Secret security clearance.
- 15+ years of experience in enterprise network operations, cybersecurity, or Navy C4I systems.
- Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, Network Engineering, Systems Engineering, or a related field, or an equivalent combination of education, training, and relevant experience.
- 10+ years of experience in NOC management or senior technical leadership.
- Demonstrated experience managing 24x7x365 operations and geographically dispersed teams.
- Strong technical understanding of Navy communications systems, SATCOM, network security, and afloat IT architectures.
- Knowledge of Department of Defense (DoD) cybersecurity requirements, Risk Management Framework (RMF), Security Technical Implementation Guides (STIGs), and Information Assurance (IA) controls.
- Excellent executive briefing, technical documentation, customer engagement, and stakeholder coordination skills.
- Demonstrated ability to lead operational teams, manage competing priorities, and maintain service continuity in mission-critical environments.
- CompTIA Security+ certification.
Desired Qualifications
- Experience supporting Military Sealift Command (MSC), Fleet Network Operations Centers (FLTNOCs), or Navy Program of Record systems.
- Experience leading major IT modernization, cloud migration, or enterprise network transformation initiatives.
- Strong background in satellite communications engineering, network performance analysis, and capacity planning.
- Cisco or other relevant industry certifications.
- Experience coordinating technical operations across government customers, contractors, and multiple operational sites.
Work Environment and Travel
This position is based in Chesapeake, Virginia, and requires travel to support operational oversight, customer engagement, and coordination across geographically dispersed sites. The role requires availability to support mission-critical operations and respond to significant operational issues as needed.
The anticipated salary range for this role is $150,000 to $165,000 annually. The anticipated salary range for this position is provided in accordance with applicable pay transparency laws. The final starting salary will be determined based on a variety of job-related factors, including the selected candidate's qualifications, skills, relevant experience, education, certifications, and work location (where applicable), as well as internal equity and market considerations.
