About The Role
The IOD Program/Financial Analyst is responsible for but not limited to assisting with the development of the Infrastructure and Operations Division (IOD) resource and planning management program, spend plan analysis, execution reconciliation, audit and financial reporting. This includes taking into consideration the current CIO/J-6 and IOD resource and planning management processes that are in use and expanding or changing those processes to ensure accurate and timely financial reporting, data analysis, audit readiness, and interface recommendations for spend plan and execution reconciliation.
Qualifications
5 years with BS/BA; 9 years with a high school diploma
Demonstrated financial management and resource management expertise.
Experience producing accurate, timely financial reports, executive briefings, and ad hoc analyses.
Advanced Microsoft Excel skills such as pivot tables, lookups, formulas, and data validation.
Have or obtain favorable Tier 1 (i.e., Public Trust) investigation.
Government contract requires person possess proof of U.S. citizenship.

Target Salary Range: $66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.

About The Role
The IOD Program/Financial Analyst is responsible for but not limited to assisting with the development of the Infrastructure and Operations Division (IOD) resource and planning management program, spend plan analysis, execution reconciliation, audit and financial reporting. This includes taking into consideration the current CIO/J-6 and IOD resource and planning management processes that are in use and expanding or changing those processes to ensure accurate and timely financial reporting, data analysis, audit readiness, and interface recommendations for spend plan and execution reconciliation.
- Assist during weekly meetings with Global Network Operations Branch (GNOB) Chief and personnel to discuss the Spend Plan and any changes needed in Ektropy.
- Assist IOD Leadership and Branch Chiefs answering various taskers assigned by Portfolio and Resource Management Division (PRMD) so that IOD completes taskers on time with correct and complete information.
- Assist IOD Leadership with a deep dive into the Fiscal Year (FY) requirements to explain any cost differences.
- Assist IOD Leadership with a deep dive into the FY requirements to find any cost savings and any unavoidable increases to the Spend Plan.
- Attend monthly meetings with the Ektropy team to stay informed of any changes to the system.
- Communicate daily with IOD Finance Manager regarding the Spend Plan, changes in Ektropy, and any ad hoc reports needed. Create changes, reports, and extracts in real time to provide support to the IOD Finance manager for dissemination.
- Communicate daily with PRMD regarding changes in Ektropy to aid as the reorganization finalizes. This provides transparency regarding taskers due and their purpose of them.
- Create the IOD Budget Spreadsheet and deliver it to IOD Leadership weekly and IOD Budget Manager daily to keep IOD Leadership informed of any current changes to the budget to support them to make information decisions.
- Discuss changes to the Spend Plan and/or in Ektropy during biweekly meetings with the Division Chief and the Finance.
- Discuss changes to the Spend Plan and/or in Ektropy during weekly meetings with IOD Leadership, Branch Chiefs, and PRMD to maintain transparent communication.
- Update the Ektropy Change Log whenever changes occur in Ektropy to track any changes in question.
- Update the IOD Status of Funds report and deliver it to IOD Leadership weekly.
- Verify all requirements in Ektropy for FY with each branch to maintain records and keep Ektropy updated.
- Provide ad hoc one-on-one consultation with Branch Chiefs or other MTF team members.
- Follow proper financial practices, protocols, standards, and guidelines to ensure good stewardship of Government funding; tracks and updates records for the life cycle of funds for current and future years.
- Ensure data quality through audits and updates using the designated resource and planning tools (currently Ektropy).
- Assist Division and Branch Chiefs coordinating yearly and quarterly budgetary execution plans to include Program Objective Memorandum (POM) planning.
- Other tasks as assigned.
- Defense Health Agency (DHA) and Ektropy application experience highly desired.
- Work Hours: Monday-Friday 0800-1600 (flexible).
