About The Role

The Position/Personnel Support Specialist is responsible for but not limited to assisting the Investment Management Branch (IMB) within the Portfolio Resource Management Division (PRMD) ensuring accurate and timely reporting of personnel actions, data reconciliation and analysis, tracking staffing levels, analyzing recruitment metrics, ensuring regulatory compliance and present recommendations for Human Resources (HR) information systems. This support is critical to maintaining compliance with federal personnel management standards and ensuring the reliability of HR data used for decision-making and workforce management.
  • Personnel Action Processing and Data Management
    • Extract and validate personnel data from government systems (i.e., Ektropy) to ensure accurate and timely processing of personnel actions and HR data analysis.
    • Analyze, verify, and update Position and Personnel site modules in Ektropy.
    • Utilize the Quality Assurance (QA) process and update the Quality Control (QC) report noting any significant changes in the Position and Personnel modules bi-weekly.
    • Update the Site Schedule report with CIO contact dates, any Personnel module site issues, and completion of Position module site updates.
    • Analyze HR data to identify discrepancies and areas for process improvement.
    • Provide accurate inputs for dashboard teams to generate relational view outputs on workforce metrics.
  • HR Compliance, Records Management, and Process Improvements
    • Maintain and manage employee records and Key Supporting Documents (KSDs) for audit purposes, in compliance with Office of Personnel Management (OPM) and Department of War (DoW) regulations.
    • Contribute to tracking staffing levels, analyzing recruitment and retention data, and reviewing compliance with HR policies.
    • Resolve data discrepancies in personnel records and validate employee data for accuracy.
    • Prepare responses to HR data calls and assist in meeting official tasker deadlines.
    • Collaborate with HR dashboard and systems teams to assist in formatting outputs and ensuring alignment with government standards.
    • Present recommendations for HR process, improving personnel data accuracy, and system interface improvements to the Branch Chief and Section Chief, as well as other leadership as required.
    • Develop and maintain a Quality Control (QC) program to ensure the reliability of personnel data and reporting.
  • Other tasks as assigned.
  • Defense Health Agency (DHA) Ektropy application and UMD experience highly desired.
  • Prior DHA, Military Health System, or DoD experience desired.
  • Work Hours: Monday-Friday 0800-1600 (flexible).

Qualifications

2 years with BS/BA; 6 years with a high school diploma

Strong ability to analyze data, detect discrepancies, validate records, and resolve data-quality issues.

Ability to work independently while coordinating effectively across functional teams.

Advanced Microsoft Excel skills such as pivot tables, lookups, formulas, and data validation.

Have or obtain favorable Tier 1 (i.e., Public Trust) investigation.

Government contract requires person possess proof of U.S. citizenship.

Target Salary Range: $51,000 - $82,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
