The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.

Position Summary:
Systems Planning and Analysis, Inc. is seeking a Program Analyst to serve as a Foreign Disclosure Representative (FDR) and Foreign Visit Analyst for the AUKUS Integration and Acquisition's (AUKUS I&A's) Foreign Disclosure Officer (FDO). As an FDR, the role involves managing and reviewing Classified Military Information (CMI) and Controlled Unclassified Information (CUI) in support of the AUKUS partnership with Australia and the United Kingdom, in alignment with national directives. An FDR prepares and processes requests for foreign disclosure and provides recommendations to the AUKUS I&A FDO. As a Foreign Visit Analyst (FVA), the role involves managing the Defense Technology and Security Administration's (DTSA's) Foreign Visit System (FVS). The Foreign Visit System manages and controls access for non-U.S. citizens to government facilities, sensitive information, and advanced technologies by requires AUKUS I&A visit sponsors to submit detailed requests, undergo risk assessments, and ensure visitors are authorized for access.

Responsibilities:
- Reviewing and preparing documents for review by the FDO for further release to foreign partners.
- Evaluating and facilitating the release of CMI and CUI for AUKUS I&A requirements.
- Consulting relevant policy and stakeholders to ensure compliance with foreign disclosure guidance, policy, and regulations.
- Collaborating with U.S. government officials responsible for foreign disclosure, technology transfer, and export control.
- Recommending the appropriate guidelines applicable to each product and recipient country or coalition group.
- Ensuring the correct classification markings are applied and that handling restrictions are maintained.
- Overseeing documentation review, information tracking, and submission processes.
- Maintaining database records and document libraries as required by applicable laws, policies and regulations.
- Operating knowledge management systems to assimilate and analyze data from varied sources.
- Complying with National Disclosure Policy One (NDP-1), International Traffic in Arms Regulations (ITAR), Department of War (DoW), and Department of the Navy (DoN) policies.
- Processing and managing access requests for non-U.S. citizens through the DTSA's Foreign Visit System on SIPRNet.
- Providing foreign disclosure and foreign visit training to AUKUS I&A members.

Qualifications
Required Qualifications:
- Bachelor's degree
- Direct experience as a Foreign Disclosure Representative
- 3+ years of project/program management experience
- Demonstrated knowledge and experience with the AUKUS Pillar 1 Partnership and the Submarine Industrial Base
- Proven interpersonal and communication skills, with a track record of fostering solution-focused dialogue and enhancing a collaborative, respectful team environment
- Advanced proficiency in Adobe Acrobat Pro, including expert-level skills in redaction, document editing, form creation, and application of security features, with the ability to employ the software's full capabilities to produce accurate, compliant, and publication-ready documents.
- Active Department of War (DoW) Secret security clearance
Desired Qualifications:
- Experience reviewing and preparing Classified Military Information (CMI) and Controlled Unclassified Information (CUI) documents to ensure all classification markings, caveats, and handling instructions are accurately applied, properly maintained throughout the review and release process, and fully compliant with disclosure requirements, enabling confident and timely release through the Foreign Disclosure Officer to foreign partners
- Demonstrated knowledge of National Disclosure Policy One (NDP-1), the Department of the Navy Foreign Disclosure Manual (SECNAV M-5510.1), International Traffic in Arms Regulations (ITAR), and other Department of War (DoW) and Department of the Navy (DoN) policies governing Foreign Disclosure Officer authorities, roles, and responsibilities
- Experience managing and processing Foreign Visit Requests (FVRs) through the Defense Technology Security Administration's (DTSA's) Foreign Visit System on SIPRnet, ensuring compliance with DoW, Department of State (DoS), and Department of Navy (DoN) policies and regulations
