Position Summary

SHR Consulting Group is seeking a detail-oriented Quality Manager to manage and support the company's quality, compliance, and continuous improvement programs. This position is responsible for maintaining controlled company documentation, supporting compliance with ISO and CMMI standards, and serving as the primary owner responsible and accountable for company certification, surveillance, internal, and external audit activities.

The Quality Manager will lead audit preparation and coordination, ensure required evidence and documentation are maintained, facilitate audit activities, track findings and corrective actions, and maintain year-round audit readiness. The ideal candidate has strong experience with document control, quality management systems, ISO certifications and audits, and CMMI requirements and is comfortable taking ownership of compliance activities from preparation through successful completion. Candidates with experience supporting a government contracting organization in a similar role and who reside in the DC Metro Area are highly preferred.

Key Responsibilities

Audit Ownership & Accountability
  • Serve as the primary point of accountability for SHR's ISO, CMMI, and applicable quality/compliance audits and assessments.
  • Own the audit lifecycle from planning and preparation through audit completion, corrective actions, and closure.
  • Develop and maintain annual audit schedules and readiness plans for certification, recertification, surveillance, internal, and other applicable audits.
  • Coordinate directly with auditors, assessors, certification bodies, internal process owners, and other stakeholders throughout the audit process.
  • Establish audit timelines, requirements, responsibilities, evidence requests, and deadlines.
  • Ensure required documentation and objective evidence are complete, accurate, current, appropriately approved, and readily available for auditors.
  • Facilitate audit activities, including opening and closing meetings, interviews, evidence requests, follow-up questions, and documentation submissions.
  • Maintain ownership of audit findings, observations, nonconformities, and opportunities for improvement.
  • Coordinate corrective action plans with responsible process owners and track remediation through verified closure.
  • Escalate overdue, incomplete, or high-risk audit actions when necessary.
  • Maintain comprehensive audit records and provide management with regular reporting on audit readiness, findings, corrective actions, and compliance status.
  • Maintain continuous audit readiness throughout the year, rather than preparing solely in advance of scheduled audits.

Quality Management & Compliance
  • Maintain and continuously improve SHR's Quality Management System (QMS) and related management systems.
  • Support and monitor organizational compliance with applicable ISO standards, including ISO 9001, ISO/IEC 20000-1, and ISO/IEC 27001.
  • Maintain alignment with applicable CMMI practices and maturity-level requirements.
  • Conduct periodic compliance and readiness reviews to identify gaps before formal audits or assessments.
  • Review processes, policies, procedures, and records for compliance with certification, contractual, and company requirements.
  • Work with process owners to address identified deficiencies and improve compliance.
  • Ensure organizational processes are documented, implemented, measurable, and supported by appropriate objective evidence.

Document & Records Control
  • Serve as a primary resource for document and records control across the organization.
  • Maintain controlled policies, procedures, work instructions, templates, forms, plans, and organizational documentation.
  • Manage document versioning, approvals, revision histories, effective dates, review cycles, and archival requirements.
  • Ensure obsolete documentation is appropriately removed or archived and current approved versions are readily accessible.
  • Maintain organized repositories for quality records, audit evidence, certifications, policies, procedures, and supporting documentation.
  • Conduct periodic document reviews to ensure required materials remain current, accurate, compliant, and properly approved.
  • Coordinate with document and process owners to ensure policies and procedures are updated when organizational or compliance requirements change.

ISO & CMMI Certification
  • Manage organizational preparation for ISO certification, recertification, and surveillance audits and CMMI appraisals and assessments.
  • Maintain certification requirements, schedules, evidence matrices, compliance checklists, and documentation repositories.
  • Monitor changes to applicable standards and evaluate potential impacts to SHR processes and documentation.
  • Coordinate internal readiness assessments prior to formal external audits and appraisals.
  • Identify potential compliance gaps and work with responsible departments to remediate issues before external review.
  • Maintain certification and appraisal records and track upcoming certification milestones and requirements.

Process Improvement & Quality Assurance
  • Assist departments in developing and documenting repeatable processes that align with ISO, CMMI, contractual, and SHR requirements.
  • Identify documentation gaps, process inconsistencies, compliance risks, and opportunities for operational improvement.
  • Lead or support root-cause analysis and corrective and preventive action activities.
  • Develop and maintain quality metrics, dashboards, and reports to track compliance, audit performance, corrective actions, and process effectiveness.
  • Use audit results, trends, and quality metrics to recommend improvements to company processes.
  • Promote a culture of continuous improvement, accountability, and year-round audit readiness.

Training & Organizational Support
  • Provide employee awareness and training related to quality procedures, document control, ISO requirements, CMMI practices, and audit readiness.
  • Provide employees and process owners with guidance on maintaining required records, objective evidence, and controlled documentation.
  • Coordinate with HR, Operations, IT, Security, Finance, Contracts, and project teams to ensure required compliance documentation is maintained.
  • Help process owners understand their responsibilities before, during, and following audits.
  • Support additional quality, compliance, certification, and operational initiatives as company needs evolve.

Qualifications
  • 2-5 years of experience in corporate quality assurance, compliance, document control, audit management, or a related function.
  • Working knowledge of ISO 9001:2015 and quality management systems.
  • Experience with ISO/IEC 20000-1:2018 and/or ISO/IEC 27001:2022 strongly preferred.
  • Knowledge of CMMI frameworks, practices, assessments, or appraisals preferred.
  • Demonstrated experience preparing for and coordinating internal and external audits, certification audits, surveillance audits, or recertification audits.
  • Experience managing audit evidence, findings, corrective actions, and closure activities.
  • Experience maintaining controlled documents, revision histories, approvals, records, and audit evidence.
  • Strong proficiency with Microsoft Office applications and document-management/collaboration platforms such as SharePoint.
  • Strong written communication, proofreading, organizational, analytical, and records-management skills.

Preferred Qualifications
  • Experience supporting a government contractor, federal contractor, technology company, or other regulated organization.
  • Experience serving as an audit coordinator, audit lead, or primary organizational point of contact during external audits.
  • ISO Internal Auditor, Lead Auditor, CMMI, quality management, or related certification is a plus.
  • Familiarity with corrective action management, root-cause analysis, risk management, and continuous improvement.
  • Familiarity with federal cybersecurity and compliance frameworks such as NIST, CMMC, or RMF is beneficial.

Key Skills & Attributes
  • The successful candidate will be highly organized, detail-oriented, accountable, and comfortable taking ownership of critical compliance activities. This position requires excellent documentation skills and the ability to identify inconsistencies, missing evidence, process deficiencies, and potential compliance risks.
  • The Quality Manager must be able to independently manage audit preparation and deadlines while effectively coordinating responsibilities across multiple departments. The individual should be comfortable holding process owners accountable for required documentation and corrective actions while maintaining collaborative working relationships.
  • Because SHR is a growing organization, the Quality Manager should be flexible, proactive, self-directed, and willing to support evolving quality and compliance needs. The individual must demonstrate the ability to research requirements, solve problems, establish structure where needed, and follow issues through successful resolution.

Education & Certifications

  • Bachelor's degree in Business Administration, Quality Management, Information Technology, Cybersecurity, or a related field preferred; equivalent professional experience may be considered.

  • U.S. Citizenship.

Salary Range 90,000 - 110,000 USD. The salary range represents a general guideline; SHR considers a number of factors when determining the base salary offers such as the scope and responsibilities of the position, and the candidate's experience, education, skills and current market conditions.
