Old Harbor Solutions, a subsidiary of Three Saints Bay and a Federal Contracting leader is looking for Senior Contract Specialist to join our team in Kittery, ME.
Position Summary
The Senior Contract Specialist will provide advanced acquisition and contracting support to the Contracting and Logistics Department. The position will support complex federal acquisitions throughout the full acquisition lifecycle, including acquisition planning, market research, solicitation development, source selection, cost and price analysis, negotiations, contract award, post-award administration, modifications, and closeout.
The Senior Contract Specialist will serve as a senior technical resource, providing expert acquisition support, peer review, mentoring, training, and knowledge sharing to other contracting professionals and Government customers.
Key Responsibilities
Perform cradle-to-grave acquisition support for complex supplies, services, equipment, and information technology, including acquisition planning, market research, solicitation development, source selection, contract award, administration, modifications, and closeout.
Lead and support acquisition strategy development, review requirements and supporting documentation, and provide expert recommendations on contracting methods, competition, pricing, schedules, risks, and mitigation strategies.
Develop and review RFQs, RFPs, combined synopsis/solicitations, Source Selection Plans, evaluation documentation, Source Selection Decision Memoranda, and other acquisition documents to ensure compliance with FAR, DFARS, Navy requirements, and applicable PNSY policies.
Coordinate with Contracting Officers, technical evaluators, and acquisition stakeholders to support source selections, technical and price evaluations, negotiation strategies, pre-negotiation objectives, and offeror discussions as directed.
Conduct advanced cost and price analysis, evaluate complex pricing datasets, develop pricing recommendations, and support negotiation and award decisions.
Prepare and review contract awards, task orders, delivery orders, COR designation documentation, option exercises, modifications, and other post-award documentation; ensure award information is accurately recorded in applicable federal systems.
Support contract administration, monitor contractor performance, resolve contract discrepancies, mitigate acquisition and performance risks, and facilitate contract closeout.
Conduct peer reviews and quality-control assessments of acquisition products to ensure accuracy, consistency, efficiency, and regulatory compliance.
Mentor and train Contract Specialists and other acquisition personnel through on-the-job training, technical guidance, presentations, job aids, and knowledge-sharing activities.
Share lessons learned and best practices, support continuous improvement of acquisition processes, and participate in required meetings, training, performance reviews, and other activities supporting the Government's acquisition mission.
Required Qualifications
Must be a U.S. Citizen
Must be able to pass a pre-employment background check
Minimum 8 years of government contracting experience., including but not limited to commercial and non-commercial supplies and services, IDIQ, and TO/DOs.
Must have an active security clearance
Skill in promoting e-commerce, and supporting the use of automated acquisition systems, and other electronic systems.
Expert knowledge of Federal contracting law, regulation, policies and precedents, and related principles, policies, and procedures sufficient to plan, lead, review, or audit the most complex procurement functions.
Bachelor's degree required; Business degree preferred.
Experience training, mentoring, or knowledge sharing
DAWIA Contracting Professional certification or equivalent, such as:
