Old Harbor Solutions, a subsidiary of Three Saints Bay and a Federal Contracting leader is looking for Program Manager to join our team in Kittery, ME.
Position Summary
The Principal Contract Specialist / Program Manager will serve as the senior acquisition professional and contractor Program Manager supporting the Contracting and Logistics Department.
This position provides expert-level federal acquisition support, contractor team leadership, program management, workload coordination, quality control, technical oversight, mentoring, and customer support. The Principal Contract Specialist / Program Manager will oversee the contractor acquisition support team and lead complex, high-value, and high-visibility procurement actions throughout the full federal acquisition lifecycle.
Key Responsibilities
Serve as the contractor's primary Program Manager and senior acquisition subject matter expert, overseeing day-to-day operations, workload assignments, staffing coordination, schedules, milestones, productivity, quality, and overall team performance.
Serve as the primary contractor liaison with the Government's Contracting Officer's Representative (COR), Technical Point of Contact (TPOC), Contracting Officers, and other designated Government personnel.
Lead and oversee cradle-to-grave acquisition support for complex supplies, services, equipment, and information technology, including acquisition planning, market research, solicitation development, source selection, contract award, administration, modifications, and closeout.
Provide expert acquisition advice and recommendations; review requirements, PWSs, SOWs, sole-source justifications, market research, and acquisition packages; and develop acquisition strategies addressing contracting methods, competition, sources, risks, costs, and schedules.
Oversee the preparation and review of RFQs, RFPs, combined synopsis/solicitations, Source Selection Plans, evaluation documentation, draft decision memoranda, and other acquisition products to ensure compliance with FAR, DFARS, Navy requirements, and applicable PNSY policies.
Lead advanced cost and price analysis, oversee preparation of Independent Government Estimates, develop negotiation strategies and pre-negotiation objectives, and support Contracting Officers during authorized negotiations and offeror discussions.
Oversee preparation and processing of contract awards, task orders, delivery orders, COR designation documentation, modifications, option exercises, and other post-award actions; ensure accurate documentation, contract administration, and timely closeout.
Establish and oversee quality-control procedures, peer reviews, and internal compliance reviews to ensure acquisition products are accurate, complete, consistent, and compliant with applicable regulations, policies, and procedures.
Monitor contractor performance against contractual requirements, schedules, performance metrics, and quality standards; identify and address acquisition, performance, security, privacy, and organizational conflict of interest concerns; and implement corrective actions as needed.
Lead training, mentoring, coaching, and knowledge-sharing initiatives through on-the-job instruction, presentations, job aids, and dissemination of lessons learned and best practices to promote continuous improvement across the team.
Coordinate approved telework/remote work arrangements, monitor employee performance, manage contractor timekeeping and required reporting, and ensure personnel complete required training and maintain applicable qualifications and certifications.
Participate in Government performance reviews, post-award conferences, and other required meetings to communicate progress, resolve issues, and support successful contract execution.
Develop and maintain transition-out plans and coordinate the timely transfer of knowledge, documentation, points of contact, schedules, milestones, and ongoing workload information at contract completion.
Ensure all contractor records, acquisition files, reports, and supporting documentation are complete, accurate, properly maintained, and available in accordance with applicable Government and local filing requirements.
Required Qualifications
Must be a US Citizen
Must be able to pass a pre-employment background check
Minimum 8 years of government contracting experience, including but not limited to commercial and non-commercial cupplie and services, IDIQs, and TO/DOs
Minimum 3 years of government supervisory experience.
Bachelor's degree required; Business degree preferred.
Active security clearance at the time of award.
Required DAWIA Contracting Professional certification or equivalent, such as:
DAWIA Program Manager Advanced certification or equivalent, such as DAWIA Level III Program Management/Principal certification.
Expert knowledge of Federal contracting law, regulation, policies and precedents, and related principles, policies, and procedures sufficient to plan, lead, review, or audit the most complex procurement functions.
Experience providing training, mentoring, coaching, and knowledge sharing.
Skills in promoting e-commerce, and supporting the use of automated acquisition systems, and other electronic systems.
Technical Skills
Experience with the following systems and tools is required or strongly expected:
Contract Writing Systems, including ePS, SPS/PD2, or equivalent.
Federal Procurement Data System (FPDS-NG).
System for Award Management (SAM).
Microsoft Excel, Word, and PowerPoint.
Adobe Acrobat.
GSA eBuy, GSA Library, GSA Advantage, or similar GSA systems.
Procurement Integrated Enterprise Environment (PIEE), including CLS, EDA, SPRS, GFP, and applicable related applications.
Advanced Microsoft Excel functions and data analysis, including:
Ability to develop and oversee sophisticated pricing tools, calculators, and analytical products.
