Job Description

Duties

  • Plans, organizes, manages, and conducts effective classroom academic, and performs intense high-risk land and water-based training designed to demonstrate the importance and uses of various tactical applications.
  • Plans, develops, executes, and evaluates a comprehensive and effective instructor training program. Monitors and evaluates student instructor progress and performance.
  • Researches, develops, revises and recommends course material in accordance with established learning objectives.
  • Accomplish special projects/additional duties.

  • Instruction will take place in outdoor/indoor training laboratories and will require demonstration and participation in a full range of physical fitness, operational techniques and combat agility skillsets/requirements.
  • Incumbent will be subject to inclement weather conditions including freezing or extreme heat and/or humidity.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work on special projects as directed by the supervisor.
  • Must be able to obtain and maintain a Secret security clearance.
  • Member is required to be Shutdown FIC code X. FURLOUGH EXCEPTED: EDUCATION ANDTRAINING.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Instructor Supervisor and Master Instructor highly desirable.
  • Minimum of an Associate's Degree from a regionally or nationally accredited post-secondary institution in the discipline or in combination with appropriate
  • (cont.)...work experience (1Z AFSC specific or Technical Training Instructor CCAF degree) and the methods and techniques of instruction is highly desirable.
Qualifications

CONTINUATION OF CONDITIONS OF EMPLOYMENT....
  • Position requires individual to have prior training as a military diver. Dive qualification must be DoD awarded; Special Operations Command recognized training preferred. Ideal candidates should possess certifications as dive supervisors and/or dive medical officer/dive medical technician.
  • Position requires individual to be highly physically fit & capable of near competitive levels of endurance, stressing all fundamentals of fitness (strength, endurance, cardio, flexibility, composition). Individual should have a minimum of 3 years direct experience conducting progressive physical training programs with regiments involving calisthenics, resistance (weights), core strength, running, swimming, water confidence & combat agility type fundamentals. Incumbent must successfully complete a pre-employment physical & periodic re-examination as required and provided by the employer.
  • Incumbent is expected to project a professional image & be capable of personal fitness to compliment training interaction and credibility. Training occurs in physically challenging environments in all weather conditions and all times of day. Long-distance running, swimming, lifting up to 100lbs, load carrying movements may be required, often moving over, around, or through obstacles.
  • Position requires individual to be proficient in medical physiology relative to hypoxic episodes/events & pressure laws/injuries applicable to underwater breath-holding & free-diving environments. Ideal candidate should have certifications/experience in dive physiology and conducting endurance swimming training programs, both surface and sub-surface.
  • This position has been designated by the Air Foree as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial & periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AirForce, national security, and public safety.
  • Employee is required to wear all uniforms provided by the employer & must wear and maintain uniform items in accordance with specified standards. The employee will be expected to maintain grooming standards and present a professional image at all time.
  • Employee is required to work an uncommon tour of duty. This position mandates irregular work schedules with night and/or weekend training activities (e.g., employee may be required to work 12 hrs/day, five days per week & often at night).
  • Employee must successfully maintain annual/recurring training requirements specified for the position & provided by employer. Courses include Law of Armed Conflict, Explosives Safety, Professional/Unprofessional Relationships, Suicide Prevention and any others that may apply.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1712-11 series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

For Community College of the Air Force GS-1712 positions only: Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the below qualification requirements:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Knowledge of Special Warfare and Combat Dive requirements at a practical to advanced level to include: Strength and conditioning, water skills/confidence (surface and sub-surface), dive terminology/tables, dive physics and underwater dive principles.

EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M with a major study in education or a subject area related to the position to be filled. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the methods, principles, practices, & programs related to curriculum development, instructional techniques, training resources, & test and measurement. Develops, plans & teaches a variety of difficult & complex courses with multiple subject-matter areas.
  • Knowledge of Special Warfare & Combat Dive requirements at a practical to advanced level to include: Strength & conditioning, water skills/confidence (surface & sub-surface), dive terminology/tables, dive physics & underwater dive principles. Knowledge, skill & ability to assess, evaluate & apply safety & real-time Risk Management (RM) mitigation processes to inherit high-risk training activities conducted in multi-tasking, dynamic environments.
  • Knowledge of DoD, AF, & major command directives, concepts, procedures, guidance, & policy as they relate to the area of responsibility. Knowledge of service-based occupations & the associated training/certification requirements for military & civilian personnel.
  • Knowledge of standard analytical & evaluative techniques to analyze training requirements, plan for & develop training materials, evaluate training effectiveness, & solve problems relating to training issues. Ability to apply standard practices & techniques to solve a variety of problems through application of accepted methods.
  • Knowledge of various office automation software programs, tools, & techniques to support training operations & produce a variety of documents such as letters, reports, spreadsheets, databases, & graphs.
  • Skills in organization & communication to develop working relationships & administer programs with diverse military, civilian, professional, & technical populations to include verbal & writing skills to prepare presentations and/or briefings.
