Job Summary:
Provides overall contract and task order leadership across a multi-platform application services portfolio, with full authority for day-to-day operations. Accountable for delivery performance, compliance, staffing, financial oversight, and executive-level stakeholder communication. Serves as the single point of contact for all contract matters and as the primary escalation authority for delivery risk.
Key Responsibilities
· Own end-to-end delivery across all active task orders, including scope, schedule, cost, quality, and risk performance against the Quality Assurance Surveillance Plan.
· Serve as primary point of contact for the Contracting Officer and Contracting Officer's Representative; maintain contractual correspondence, modifications, and reporting cadence.
· Direct staffing strategy, including labor category alignment, resource pipeline maintenance, onboarding, substitutions, and surge and rampdown execution within committed timelines.
· Manage financial performance: burn rate tracking, funding utilization, invoice accuracy, and forecasting across Time-and-Materials and Firm-Fixed-Price work.
· Establish and enforce governance: performance metrics, monthly status reporting, risk registers, corrective action plans, and continuous process improvement.
· Lead distributed and multi-vendor teams; drive integration across platform-specific technical leads.
· Escalate and resolve issues affecting delivery commitments; lead recovery of at-risk efforts.
Minimum Qualifications
· Minimum Education: Bachelor's degree in Business Administration, Project Management, Information Technology, or a related field.
· Minimum Experience: Eight (8) or more years of experience managing federal IT contracts valued at $5M+ annually, including both Time-and-Materials and Firm-Fixed-Price contract types and teams of 50+ FTEs.
· Certifications - Required: Project Management Professional (PMP); Agile certification (CSM, SAFe, PMI-ACP, or equivalent).
· Certifications - Preferred: ITIL 4 Foundation; SAFe Program Consultant; federal acquisition program management credential.
· Required Skills: Federal contract management; multi-platform technology oversight; performance monitoring and metrics; staffing and subcontractor oversight; budgeting and financial management; distributed team management; executive stakeholder engagement; formal reporting.
· Preferred Skills: Demonstrated recovery of a troubled program; process improvements yielding 20%+ defect reduction or velocity gain; experience spanning low-code and high-code delivery portfolios.
Technical Environment
Microsoft Project; Jira and Confluence; Power BI executive dashboards; Smartsheet; SharePoint and Microsoft 365; enterprise financial and labor systems (e.g., Deltek Costpoint or equivalent); earned value and burn-rate reporting tooling.
