On-Site Supervisor – Utility Distribution Operations and Maintenance
Location: Washington, DC | Capitol Power Plant
Position Summary
LAUKOA is seeking an On-Site Supervisor to lead utility distribution operations and maintenance at the Capitol Power Plant. This hands-on leadership position oversees technicians, subcontractors, maintenance planning, quality control, and repairs across steam, chilled water, mechanical, electrical, plumbing, and life safety systems. This is a full-time, on-site assignment, Monday through Friday, 6:00 a.m. to 2:30 p.m., with 24/7 availability for emergency telephone contact and flexible hours for emergency response. Candidates must be available for a dedicated assignment of at least one year.
Essential Duties and Responsibilities
Lead daily operations, preventive maintenance, corrective repairs, life safety activities, and energy management for utility distribution systems.
Plan and schedule work; assign and supervise technicians, subcontractors, and consultants.
Prepare cost estimates and service quotes, coordinate project work, and support timely invoicing.
Assign and track work in the computerized maintenance management system (CMMS); oversee work orders, maintenance records, and system administration.
Inspect employee and subcontractor work, provide quality control, and coordinate corrective actions.
Perform diagnostics and repairs involving mechanical, high- and low-voltage electrical, HVAC, plumbing, and life safety systems.
Maintain record documents, prepare reports and redline drawings, and submit required deliverables on time.
Verify personnel training and site access readiness; serve on the emergency team and carry out assigned emergency response duties.
Minimum Qualifications
Completed formal vocational or technical training in maintenance, mechanical, or electrical work.
At least five (5) years of experience within the last ten (10) years supervising an operations and maintenance program involving steam and chilled water distribution, HVAC, electrical, and general maintenance mechanics in a single facility of comparable size and complexity.
Valid Stationary Engineer license at least equivalent to a Class 3 Steam Engineer (DC) or First Grade Engineer (MD).
Demonstrated competency in other disciplines, such as HVAC, plumbing, and/or electrical, through a combination of education, professional registration, and experience.
Completed 30-hour OSHA safety course or 40-hour USACE Construction safety course.
Required licenses and certifications must be valid and current upon contract award. Experience-based substitutions for required certifications may be considered only with written Government approval; no substitution is guaranteed.
Obtain and maintain required tunnel-entry training: asbestos awareness, permit-required confined space, and heat stress prevention. Annual refresher training is required for asbestos awareness and heat stress prevention.
Required Knowledge, Skills, and Abilities
Ability to plan, organize, meet deadlines, and read, review, and understand blueprints.
Proficiency in CMMS work-order creation, opening and closing, preventive maintenance scheduling, and reporting.
Basic proficiency in Microsoft Word, Excel, Access, PowerPoint, Project, Outlook, Teams, and SharePoint, with the ability to maintain skills needed for assigned duties.
Strong listening, business writing, and verbal communication skills, including explaining technical issues to nontechnical Government officials.
Ability to coordinate stakeholders, adapt to shifting priorities, and work flexible hours during emergencies.
Security Requirements
Must receive a favorable United States Capitol Police background investigation and complete required fingerprinting, photography, and site badging before unescorted site work.
Must satisfy employment-authorization verification through E-Verify and comply with site access and identification requirements.
Physical Requirements
Ability to access utility tunnels and mechanical work areas and perform inspections, diagnostics, and repairs consistent with the essential duties, with or without reasonable accommodation.
Ability to work in hot, damp, low-light environments and permit-required confined spaces while following entry procedures and using required personal protective equipment.
Wage Rate
Salary range: $125,000–$165,000.
