Overview

Steampunk is seeking a Program Operations Analyst who is excited about driving coordination, integration, and operational excellence within a complex, fast-paced, federal delivery environment. The ideal future Punk will thrive working across all levels of the organization, partnering with Project and Program Managers, delivery and functional leaders.

The Program Operations Analyst will serve as a trusted operational partner to program leadership, helping translate program strategy and priorities into coordinated execution across multiple teams and workstreams. This role will maintain an integrated view of program delivery, including milestones, dependencies, risks, decisions, staffing and capacity decisions, reporting and planning.

The ideal candidate is a proactive program leader who can independently synthesize information, identify emerging issues, drive follow-through, and bring forward recommendations rather than simply reporting status. This individual will help establish and maintain the program operating rhythm so program leadership can focus on client relationships, strategy, performance, and high value decision-making.

Contributions

  • Own and continuously improve the program operating rhythm, including recurring reporting, program reviews, planning activities, leadership readouts, action tracking, and follow-through.
  • Maintain an integrated view of program delivery across multiple teams and workstreams, including milestones, roadmaps, dependencies, risks, decisions, staffing and capacity considerations, and overall delivery health.
  • Lead program-level planning and coordination, partnering with Project and Product Managers, Delivery Leads, technical leadership, and functional leads to align team-level plans with program priorities and commitments.
  • Proactively identify cross-team risks, dependencies, resource constraints, and emerging delivery issues, driving resolution where possible and elevating matters requiring program leadership or client decisions.
  • Synthesize delivery, operational, financial, staffing, risk, and performance information into concise, leadership-ready reports, presentations, and recommendations that support decision-making.
  • Establish clear expectations for program reporting and management artifacts, ensuring information from teams is timely, accurate, consistent, and supports key decisions.
  • Identify and implement opportunities to improve program-management processes, tools, reporting, information flow, and ways of working.
  • Serve as a trusted operational partner to the Program Manager, independently driving follow-through, anticipating program needs, and representing program status and priorities in designated internal forums.


Qualifications

  • Located in the Washington, DC Metro Area.
  • Ability to work onsite three (3) days per week.
  • Ability to obtain and maintain a U.S. Government security clearance.
  • Bachelor's degree and 4+ years of experience.
  • 3+ years of working experience in project management, program operations, product operations, digital delivery, management consulting, or a related discipline.
  • Strong organizational and analytical skills with the ability to synthesize complex or incomplete information, identify risks and implications, and develop actionable recommendations for program leadership.
  • Self-starter with strong attention to detail, discretion, the ability to anticipate needs, and the ability to interact effectively with individuals at all levels of an organization.
  • Strong judgment, and demonstrated ability to operate independently, anticipate needs, drive accountability, and determine when issues require escalation.
  • Ability to thrive in a fast-paced environment, manage multiple priorities, and continuously improve processes and ways of working.
  • Excellent written verbal communication skills, including strong presentation and facilitation skills.
  • Good prioritization and time-management skills with the ability to balance competing priorities.
  • Experience using Microsoft Teams, SharePoint, PowerPoint, Excel, and Word.


Preferred:
  • Experience supporting federal government programs, digital modernization, technology transformation, or Agile software delivery.
  • Experience working across multidisciplinary teams such as product, engineering, architecture, DevSecOps, data, design, testing, and cybersecurity.
  • Experience with Microsoft 365, Jira, Confluence, and program-management or reporting tools.
  • PMP, PMI-ACP, SAFe, Scrum, or comparable certification is beneficial but not required.

The projected compensation range for this position is $100,000 to $175,000. The estimate displayed represents a typical annual salary range for this position.
