Responsibilities

  • Develop life cycle cost estimates (LCCE) / Program Office Estimates (POE) to determine the total costs of assigned programs.
  • Assist in the development of Procurement (P-Forms) and RDTE (R-Forms), Strategic Portfolio Analysis Review (SPAR)-Program Objective Memorandum (POM) briefings, and Army Program Budget Briefs (APBB).
    • Gather cross-functional responses to both external and internal Requests for Information.
    • Develop comprehensive presentations and be able to communicate the information effectively.
    • Develop Independent Government Cost Estimates (IGCEs).
    • Develop detailed cost estimates in support of forthcoming contract actions.
    • Obtain cost data for the purpose of establishing a credible cost database.
    • Review and integrate information for Cost Analysis Requirements Documents (CARDs).
    • Interface with the Government Program Manager supporting all tasks and subtasks for program direction.
    • Provide responses to both external and internal Requests for Information, supporting PEO, DASA-CE, and Congressional inquiries, providing concise responses as required, and fully document the approved response.
      • Review, analyze, assess, and develop cost estimates for analytical studies, program projects, and existing programs, providing insights to senior decision makers to inform and recommend budget decisions.
        • Develop comprehensive, easy-to-understand presentations and be able to communicate the information effectively.
        • Work within an integrated product team (IPT) to gather and assimilate cost/technical data.
        • May act independently or as part of a team in leading or supporting efforts dealing with extremely important and complex issues.
        • May lead or collaborate with agency and interagency working groups.
        • Additional responsibilities include contract Proposal/Technical Evaluation/Negotiation/Pricing support.

          Duties Include:
          • Will be required to collaborate with government and contractor staff over multiple functional disciplines, offices, and leadership levels.
          • Candidate must be a self-starter, highly motivated, able to multi-task and possess excellent interpersonal skills.
          • Strong verbal and written communication skills with the ability to work effectively in a team environment.
          • Excellent organizational skills and strong attention to detail.
          • Flexible, positive attitude with the ability to adapt to challenges and ambiguity.
          • Demonstrated accountability for meeting deadlines and delivering results.

            Skills Required

            • Bachelor's degree in fields such as Mathematics, Engineering, Economics, Statistics, Sciences, Operations Research or related disciplines.
            • At least five (5) years of experience performing cost estimating/analysis duties in the Department of Defense (DoD)/military arena, and three (3) additional years of related experience.
            • Automated Cost Estimating Integrated Tools (ACEIT) or similar cost estimating software (e.g., Integrated Financial Cost Model/IFCM)) experience is preferred (not required).
            • Knowledge of the Department of Defense's (DOD) Planning, Programming, and Budgeting System (PPBS), specifically the Army, is desired.
            • Strong analytical skills with great attention to detail.
            • Superior oral and written communication skills, with the ability to interact professionally with coworkers, leadership, and external customers.
            • Proficiency in Microsoft Excel to include the ability to produce graphs and tables, pivot tables, use spreadsheets efficiently, and perform calculations.
            • Proficiency in Microsoft Office applications such as Word and PowerPoint.
              • Ability to obtain/maintain a Secret security clearance is required
              • U.S. Citizenship required

                Preferred Qualifications (Optional but Highly Desired)
                • Master's Degree is highly preferred.
                • A fundamental understanding of the Army Acquisition Process is highly preferred.
                • Demonstrated ability to work independently with minimal supervision, making rational, high-quality decisions under tight deadlines.

                  Education

                  Bachelor's degree required, preferably in math, engineering, business, or the sciences.
