Job Description:
This position is the single management focal point for the task order, overseeing legacy application sustainment, technical support, software development, cybersecurity compliance, migration and decommissioning, staffing, reporting, quality, and transition activities. The Project Manager works with the Government Contracting Officer, COR, DLA J6 stakeholders, technical teams, and partner contractors to deliver timely, accurate, and compliant outcomes.
• Lead and supervise assigned project personnel, coordinate staffing and onboarding/offboarding, manage schedules and resources, and ensure continuous, effective task order performance.
• Develop and maintain the Task Order Management Plan, project plans and schedules, staffing plan, transition plan, quality controls, deliverables, risks, issues, and corrective-action tracking.
• Oversee application lifecycle support for DLA J6 legacy systems, including daily operations, incident resolution, technology upgrades, vulnerability remediation, enterprise hosting migration, and orderly system decommissioning.
• Coordinate with software development and database support personnel on application maintenance, access/password management, data integrity, ad-hoc data updates, and technical analysis for mission reporting.
• Ensure compliance with DoD/DLA J6 policies governing cybersecurity, configuration and release management, testing, incident reporting, documentation, and portfolio management.
• Prepare and deliver accurate Monthly Progress Reports detailing accomplishments, schedule and deliverable status, problems and resolutions, next-period activities, expenditures, billings, and remaining funds/labor; coordinate COR review before invoicing.
• Manage required deliverables, including project schedules, quarterly staffing and program status reviews, quality control documentation, transition planning, monthly CAC/GFE and 8570/8140 reports, and required security/training records.
• Lead kick-off meetings, in-process reviews, quarterly program reviews, and stakeholder briefings; coordinate with DLA technical representatives and other contractors to resolve dependencies and ensure mission continuity.
• Maintain appropriate staff qualifications and certifications; support access and security procedures, key-personnel continuity, Government equipment accountability, knowledge transfer, and transition-out activities.
Preferred experience:
• Experience managing Federal/DoD IT application sustainment or modernization programs, preferably for DLA or comparable defense organizations.
• Experience with legacy web applications and technologies such as Microsoft Access, ASP/.NET, JavaScript, HTML, Java, Oracle databases, and Windows/Unix environments.
• Familiarity with application rationalization, DISA or cloud migration, ITIL-aligned operations, DoD cybersecurity requirements, and Government deliverable/reporting processes.
Qualifications (Must Haves):
• Project Management certification (PMP or another recognized project management certification).
• DoD-approved 8570/8140 baseline certification at IAM Level III: CISM, CISSP, GSLC, or CCISO.
• At least five (5) years of relevant experience and five (5) years of leadership experience with progressively increasing responsibility in IT and/or consulting.
• Bachelor’s degree (BS or BA), or four (4) additional years of related experience in lieu of the degree.
• Active Secret Clearance.
• Availability to begin work on the contract effective start date and ability to support the position’s off-site performance requirements.
