Job Description

Our client is seeking a Finance Manager – IDIQ for an upcoming proposal supporting the F-35 Joint Strike Fighter Joint Program Office (JPO) Security Services Contract. This key personnel position provides senior-level financial management expertise in support of program execution, budget planning, resource management, financial analysis, and acquisition-related activities associated with a large Department of Defense (DoD) program.

The Finance Manager serves as a subject matter expert (SME) and independently performs financial management activities supporting program objectives, resource allocation decisions, budget execution, and financial reporting requirements. The successful candidate will collaborate with government leadership, program managers, contracting personnel, and functional stakeholders to ensure effective stewardship of program resources and compliance with applicable DoD financial management processes. The position requires the ability to independently fulfill IDIQ financial management requirements and provide SME-level guidance. This position is located in Arlington, VA and is structured as a full-time, 40-hour-per-week role. An active DoD Top Secret clearance is required.

This is a proposal position and is contingent upon contract award, customer approval, and final staffing authorization.

Key Responsibilities
• Provide senior-level financial management support to F-35 JPO program initiatives.
• Develop, analyze, and monitor program budgets, forecasts, and financial execution plans.
• Prepare financial reports, budget status updates, spending analyses, and funding recommendations for government leadership.
• Perform budget formulation, execution tracking, obligation monitoring, and funds management activities.
• Analyze financial data to identify trends, risks, opportunities, and resource impacts affecting program objectives.
• Support acquisition and program management activities through financial planning and cost analysis.
• Coordinate with government stakeholders regarding funding requirements, execution status, and resource priorities.
• Develop financial briefings, decision-support materials, and executive-level presentations.
• Ensure compliance with applicable DoD financial management policies, procedures, and reporting requirements.
• Provide subject matter expertise and strategic financial guidance to program leadership.
• Support audits, data calls, budget reviews, and external reporting requirements.
• Identify process improvement opportunities that enhance financial transparency, accountability, and program performance.

Required Qualifications
• Senior-level finance, budget, accounting, business management, or related professional experience.
• Ability to independently perform complex financial management functions and provide SME-level guidance.
• Master's degree in Finance, Accounting, Business Administration, Economics, Public Administration, or a related discipline.
• Minimum of ten years of relevant experience performing work related to financial management, budgeting, accounting, resource management, program financial analysis, or related functions.
• Demonstrated experience supporting complex government or DoD programs.
• Strong analytical, communication, and briefing skills.
• Proficiency with Microsoft Excel and financial analysis/reporting tools.
• Ability to work independently and effectively engage with senior government personnel.
• Active DoD Secret Clearance.
• Will be required to sign Letter of Intent.

Preferred Qualifications
• Experience supporting Department of Defense acquisition programs.
• Experience supporting Major Defense Acquisition Programs (MDAPs).
• Familiarity with Planning, Programming, Budgeting, and Execution (PPBE) processes.
• Experience with earned value, cost estimation, or program control activities.
• Knowledge of DoD financial systems, funding structures, and budget execution processes.
• Experience supporting Navy, Air Force, or Joint Program Office organizations.
• Professional certifications such as Certified Defense Financial Manager (CDFM), CPA, CGFM, or PMP.
