The Principal Subcontracts Management Specialist is responsible for directing and optimizing the entire lifecycle of highly complex subcontracts for specialized materials, equipment, and services. This senior-level role involves leading the preparation and evaluation of bid packages, negotiating high-stakes subcontract terms, and ensuring subcontractor performance aligns with the company's strategic objectives and regulatory requirements. The Principal Specialist serves as the key expert in subcontract management, providing strategic guidance and mentorship to the subcontract management team.

Job Description

Responsibilities:
  • Direct and optimize the development of subcontract specifications, work statements, and terms and conditions for highly complex procurements.
  • Lead the preparation of intricate bid packages and establish stringent evaluation criteria for subcontract proposals.
  • Analyze and critically evaluate high-value subcontractor proposals to ensure compliance with technical, financial, and regulatory requirements.
  • Conduct high-stakes negotiations of subcontract provisions, including terms, price, and schedule, to secure strategic agreements.
  • Administer, oversee, and mentor others on a variety of subcontract types, including Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF) and other complex contract types and ensuring alignment with company objectives.
  • Monitor, assess, and enhance subcontractor performance to ensure compliance with contract terms and deliverables.
  • Maintain comprehensive records of subcontract agreements, amendments, and performance metrics, ensuring accuracy and accessibility.
  • Identify, select, and recommend new subcontractors based on thorough evaluation and strategic fit.
  • Collaborate with cross-functional teams and executive leadership to align subcontract management with organizational goals and strategies.
  • Ensure strict compliance with company policies, industry standards, and federal regulations, including the ability to interpret, understand, apply, and mentor others on Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) regulations as well as driving continuous improvement in subcontract management practices.
  • Mentor and provide strategic guidance to the subcontract management team, fostering professional development and best practices.


Qualifications You Must Have:
  • Bachelor's degree in a related field.
  • 8+ years of experience in a related role.
  • Relevant experience can be considered as a substitute for the required educational qualifications. In the absence of a degree, a minimum of 12 years of related experience is required.
  • Higher level relevant degree may substitute for experience.
  • Master-level proficiency in subcontract management principles and methodologies.
  • FAR Part 15 (sub)Contract experience.
  • Cost / Price Analysis Experience.
  • Expert knowledge of Business System requirements and applicability to contracts.
  • Strong ability to present complex contract information concisely.
  • The ability to obtain and maintain a Secret U.S. Security Clearance is required


Qualifications We Prefer:
  • Extensive leadership experience in the Aerospace and Defense industry.
  • Mastery of procurement and subcontract management software.
  • Experience with Earned Value Management Processes.
  • Advanced certification in supply chain management [e.g., Certified Professional in Supply Management (CPSM), Certified Federal Contract Manager (CFCM)].
  • Master's degree in Business, Supply Chain Management, or related field.

  • Hand and finger dexterity for data entry and document review.
  • Ability to work in an office or hybrid environment.
  • Effective verbal and written communication skills.
  • Strong leadership and strategic negotiation capabilities.
  • Ability to travel as needed for supplier and subcontractor meetings and strategic discussions.
  • Ability to analyze and synthesize complex data and provide strategic recommendations.
  • Excellent at critically thinking to solve a variety of complex subcontract related challenges.

SNC offers annual incentive pay based upon performance that is commensurate with the level of the position.
