Responsibilities
Noblis seeks a junior intelligence analyst to join our talented team of intelligence professionals and scientists supporting the Federal Emergency Management Agency (FEMA) Chemical, Biological, Radiological, and Nuclear (CBRN) Threat Intelligence Team. The FEMA CBRN Threat Intelligence Division endeavors to understand and anticipate weapons of mass destruction (WMD) threats and equip DHS Components and domestic federal, state, local, tribal, and territorial (FSLTT) first responders with timely and relevant information to maintain detection advantages, mitigate vulnerabilities, and respond to and disrupt WMD threats. This role is an exciting opportunity to contribute the DHS mission to protect the Homeland from nefarious threat actors employing WMDs.
You will employ your intelligence training and experience assessing open-source and classified reporting related to CBRN topics and threats from varied sources; provide verbal and written assessments on CBRN reporting including during formal presentations to FEMA leaders and varied FSLTT representatives; research and answer FSLTT requests for information (RFI); and develop or help other analysts and scientists in composing, producing, and publishing a variety of intelligence products for FSLTT consumption.
You will solve routine, real-world problems by using basic skills. You will also: Work on routine assignments of limited scope and complexity and recognize and resolve basic, routine, or common problems; perform clearly defined tasks to fulfill project objectives; apply basic level of professional methods/skills in single or multiple areas; review and analyze situations with readily obtainable answers; receive direct supervision on at least a weekly basis; learn and implement policies, procedures, quality standards, and regulation; execute policies, programs, and services; build positive working relationships within the intelligence team.
Additional specific responsibilities include:
Generally, intelligence analysis professionals are responsible for collecting, analyzing, and interpreting intelligence information to support decision-making and strategic planning within organizations. They utilize their expertise in information gathering, critical thinking, and problem-solving to assess threats, risks, and opportunities and provide actionable insights to stakeholders. Typical responsibilities include collecting and evaluating intelligence data from various sources, such as open-source information, human intelligence (HUMINT), signals intelligence (SIGINT), and imagery intelligence (IMINT), and synthesizing and analyzing data to identify patterns, trends, and anomalies. Intelligence analysis roles also involve producing intelligence reports, briefings, and assessments to communicate findings and recommendations to decision-makers and stakeholders, and collaborating with internal and external partners, such as law enforcement agencies, government agencies, and private sector organizations, to share intelligence and collaborate on joint initiatives. Additionally, professionals may be involved in conducting threat assessments, risk analyses, and vulnerability assessments to support security planning and mitigation efforts. Their expertise in areas such as threat analysis, risk assessment, and intelligence tradecraft enables organizations to anticipate and respond effectively to emerging threats and challenges, protect assets and personnel, and achieve strategic objectives.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

- Review open-source information and classified intelligence (regional or functionally focused) and build relevant intelligence products

- Daily analyze processes supporting planning while prioritizing intelligence analysis and production
- Evaluate processes supporting advanced analytics and requirements development for open-source information and classified intelligence
- Exchange data and information with military and other federal organizations such as the Office of the Secretary of Defense, Department of Energy, and the Federal Bureau of Investigation.

Required Qualifications
- Bachelor's degree in a relevant field (i.e., intelligence, CBRN/WMD subjects, chemistry, biology, engineering, political science, critical analysis, economics). Applicants without a bachelor's degree may be considered if possessing substantial relevant experience, particularly in CBRN/WMD
- Professional training and experience in intelligence analysis, intelligence processes and tools, and national, military, or law enforcement intelligence activities
- TS/SCI clearance or TS clearance with SCI eligibility
- DHS suitability or qualified to obtain DHS suitability
- Ability to travel domestically on relatively short notice
Desired Qualifications
- CBRN/CWMD background, knowledge, or experience, particularly as an intelligence analyst
- Previous DHS experience, especially with FEMA
- Excellent communications skills including technical writing and oral presentations/briefings and possessing confidence and projecting competence when routinely engaging colleagues, leadership, and various stakeholders
- Adaptable, with willingness and flexibility to tackle a wide variety of challenges, particularly during emergent events and short- or no-notice taskings.
- Exceptional critical thinking capabilities and advanced interpersonal skills
