Torch Technologies is seeking a Subject Matter Expert for Strategic Facilities Capital Planning to join a team supporting the entire 350th Spectrum Warfare Wing across multiple installations. This position supports the 350 SWW Staff.

The successful Subject Matter Expert for Strategic Facilities Capital Planning will advise, integrate, and support the planning and execution of the wing's facilities and infrastructure strategies across all installations, ensuring synchronization between mission needs, funding, and execution timelines. They wil develop and inpliment a wing-wide facilities capital investment strategy, integrating Military Construction (MILCON), leasing, and renovation efforts into a unified framework. This includes identifying and prioritizing infrastructure requirements and aligning facility investments with operational needs. The role involves developing MILCON strategies, supporting Program Objective Memorandum (POM) inputs, and advising on project phasing, and risk mitigation. They will serve as an integrator among stakeholders at various installations, including Eglin AFB, Robins AFB, Nellis AFB, and Joint Base San Antonio, while coordinating with entities such as the Air Force Civil Engineering Center (AFCEC), U.S. Army Corps of Engineers (USACE), and Air Combat Command (ACC/A4).

Furthermore, the SME will provide strategic input on facility design and construction, advise on specialized requirements such as SCIFs, and support funding and appropriations strategies. The SME will also offer high-level cost estimating, assist in developing business cases, and act as an owner's representative to ensure mission requirements are met. The expected deliverables include strategic planning recommendations, MILCON support materials, executive-level briefings, and other reports as needed.

Required Qualifications:
  • U.S. Citizenship
  • Ability to gain and maintain a Top Secret clearance; Secret clearance is required to start
  • Masters Degree in an appropriate field
  • 10+ years' significant experience with DoW Military Construction (MILCON) & Programming
  • DoW Military Construction (MILCON) & Programming:
    • Mastery of DD Form 1391 project programming, justification, and documentation packages
    • Thorough understanding of the Program Objective Memorandum (POM) cycle, budget planning, and resource advocacy
    • Expert knowledge of Facilities Sustainment, Restoration, and Modernization (FSRM) and funding streams.
  • Secure Facility & Infrastructure Engineering:
    • Advanced understanding of design, accreditation, and construction protocols for Sensitive Compartmented Information Facilities (SCIFs) and highly controlled environments (e.g., electronic warfare labs).
    • Practical application of Unified Facilities Criteria (UFC) and DoW building standards.
  • Enterprise Integration & Stakeholder Coordination:
    • Proven ability to serve as a multi-installation integrator across geographically separated units in different states
    • Extensive coordination experience with the Air Force Civil Engineer Center (AFCEC), U.S. Army Corps of Engineers (USACE), and Air Combat Command (ACC/A4)
  • Project Lifecycle Management & Cost Estimating:
    • Proficiency in developing detailed business case analyses, high-level facility cost estimations, and risk-mitigation frameworks.


Preferred Qualifications:
  • Senior Developmental Education (SDE)
  • Masters of Business Administration (MBA)
  • Over 20 years experience with DoW Military Construction (MILCON) & Programming

• Adept at utilizing Microsoft Office and standard software applications, with strong competency in operating associated computer peripherals.

• Experience with Program Management software (JIRA)
