Job Description

Duties

  • You will serve as a MANAGEMENT ANALYST in the MANPOWER, PERSONNEL AND TRAINING DEPT (N1/N7) of NMCLANT YORKTOWN, VA.
  • You will organize office supplies and coordinates for the replenishment of low stock.
  • You will compile and edit various materials (letters, notices, organizational manuals, etc.) for grammar, punctuation, and formatting according to Navy, NMCLANT, and other federal guidelines and instructions.
  • You will manage the Index of Instructions, Notices, and Cancellations (5215), ensuring all instructions are reviewed annually by the respective Department Head (DH).
  • You will utilize electronic document control systems to scan, post and maintain official division files in chronological and subject-matter order.
  • You will oversees the logistical flow of materials and official correspondence to ensure compliance with agency and postal regulations.
  • You will manage the organization's mail and shipping operations, identifying and documenting business flow to eliminate unnecessary tasks or delays.
  • You will act as the technical liaison for shipping contracts (e.g., FedEx, UPS, USPS), ensuring services meet organizational requirements and cost-effectiveness standards.
  • You will ensure mandated purchase log and all transactions are supported by proper documentation and funding authorization.
  • You will manage monthly manpower reports to identify mistakes in key indicator columns, and submits corrections.
  • You will develop and implement methods to improve workflow, documenting existing processes, and eliminating unnecessary tasks.

  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Expert DoW/DON correspondence knowledge.
2) Experience with comprehensive manpower analyses.
3) Expert written & verbal communication skills.
4) Experience with the GPCC program.

Education

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related
